Yes County Albany Street Address 31 British American Blvd. City Latham State NY Zip Code 12110 Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Deputy CISO, within the Chief Information Security Office/Security Shared Services/CISO Product Management Team, the Manager Information Technology Services 2 (Information Security), SG-29 will oversee and lead CISO’s Product buildout. This includes all aspects of product development and customer engagement, with a focus on non-executive and executive branch agencies. The incumbent will identify, document, and solicit CISO product offerings, working with finance and CISO teams to establish product costs and ROIs. Incumbent will liaison with the Deputy Commissioners of Technology (DCT’s) and leads for non-executive branch agencies and other entities to facilitate CISO product utilization. The incumbent will work both as an individual and at times as a lead to ad hoc teams to complete projects required by CISO to build and maintain the CISO product portfolio offerings. This position requires an incumbent to act with a great deal of independence in alignment with agency and upper-level management’s strategic direction within a highly dynamic emerging area. The incumbent will need strong oral and written communication skills and will interface with various individuals including management, CISO and ITS Team leaders, vendors, and other non-executive branch agency staff. The incumbent must be able to communicate clearly with all levels of staff on potentially sensitive or complicated matters. Specific duties include, but are not limited to:• Oversee CISO product sales and delivery activities to add business value for agencies based on approved initiatives and projects.• Collaborate with cross-functional teams on product and service-focused business partnership development, leveraging robust product and service catalogs and proposed IT solutions based on thoroughly documented business cases.• Lead the development of product marketing strategies, roadmaps, communication, scope, schedule and budget, and other product/project management artifacts, using tools such as MS Project, Visio, PowerPoint, Excel, Word, SharePoint, Teams, and other available industry standard collaboration tools/systems.• Deliver product marketing proposals and presentations for opportunities to provide CISO solutions to various clients/partners (CSO/ITS Shared Services teams, State Agencies or other entities such as Public Authorities, and local governments, etc.)• Identify new business opportunities/growth by leading/overseeing CISO product and solution research. Document proposals to fill any identified gaps in CISO’s product offerings. • Drive continuous improvement in product marketing strategies to streamline processes, improve efficiency, and enhance solution quality.• Identify product related performance metrics and tracking systems using industry standard key performance indicators and facilitate delivery to the CISO Cyber Process Improvement and Metrics team.• Oversee the development and delivery of stakeholder engagement artifacts, forecasts, product implementation plans, outreach documents, billing, procurement strategies, and shared services/product management support documentation, along with other critical artifacts required for successful partnership with customers, for high priority initiatives.• Mentor/coach Product Owners with hard/soft skills required for the effective development and delivery of CISO products.• Resolve problems and fix critical issues raised by agencies/partners or escalated by the team, by leading resolution activities and focusing on improving issue resolution metrics.• Demonstrate strong leadership and creative thinking skills to accomplish strategic goals and objectives for CSO in partnership with Shared Services and ITS leadership team, and oversee the successful deliveries of high priority initiatives, bringing value to the Chief Information Security Office, in alignment with ITS vision.• Perform the full range of supervisory responsibilities.• Form and oversee workgroups to accomplish targeted objectives• Monitor and stay aware of information security industry trends, tools, and techniques.• Perform additional duties as required. Minimum Qualifications Bachelor’s degree* with at least 15 credit hours in cyber security, information assurance or information technology and five years of information technology experience, including four years of information security or information assurance experience and three years at a supervisory level or one year at a managerial level.* Bachelor's degree candidates without at least 15 course credits in cyber security, information assurance, or information technology require an additional year of general information technology experience to qualify. Appropriate information security or information assurance experience may substitute for the bachelor's degree on a year-for-year basis; an associate's degree requires an additional two years of general information technology experience. Experience solely in information security or information assurance may substitute for the general information technology experience. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
