**Position Summary:**
The Manager of HCM Experience is responsible for the optimization, evolution, and long-term vision of our Oracle HCM platform. This role sits at the intersection of HR technology strategy, project execution, and associate experience to ensure meaningful, scalable, and innovative solutions for associates across the enterprise.
A key focus of this role will be the strategic advancement of the Oracle HCM Help Desk Module, including a strategic roadmap, improving Tier 0 self-service capabilities and championing the organization's future agentic AI efforts within the HCM ecosystem.
This position is based out of our corporate headquarters in Reading, PA and is fully on-site.
**Major Responsibilities:**
• Collaborate and consult our internal teams using the Oracle HCM Helpdesk on building the technology roadmap, aligned to strategic enterprise HR priorities.
• Lead efforts to deliver Oracle HCM Help Desk Module, driving improvements to Tier 0 self-service support capabilities to enhance the associate experience.
• Champion future agentic AI initiatives within the Oracle HCM ecosystem, identifying, evaluating, and advancing opportunities to leverage Oracle’s emerging AI capabilities.
• Present new Oracle HCM features and enhancements to stakeholders, clearly articulating how they align to current business needs and long-term strategy
• Gather and prioritize cross functional requirements using persona-based thinking, ensuring alignment to HRIS guiding principles and global process standards
• Manage the product backlog and oversee configuration and development efforts to bring new features and enhancements to production
• Facilitate workouts, large-scale meetings, and coordinate user acceptance testing efforts to gain functional partner alignment and signoff.
• Guide stakeholders through technical options and steer adoption of best practices and Penske global process standards
• Actively participate in Oracle HCM user communities, representing Penske in discussions around system gaps, product direction, and emerging capabilities
• Develop Statements of Work (SOWs) and manage vendor-delivered solutions within defined project budgets and timelines
• Lead, develop, and inspire a team of HRIS Analysts including Sr. Analyst and Analyst levels
• Set clear performance expectations, conduct associate reviews, establish team goals, and create meaningful development and stretch opportunities
• Foster a collaborative, high-performing team culture with a shared commitment to quality, innovation, and continuous improvement
• Other projects and tasks as assigned.
**Qualifications:**
• Bachelor's degree in Information Systems, Human Resources, Business Administration, or a related field — Preferred
• Equivalent work experience accepted in lieu of degree
• 5+ years of experience in project management, product ownership, or product management within an HCM or enterprise technology environment — Required
• Proven ability to lead cross-functional initiatives across complex, matrixed organizations — Required
• 2+ years of people management or team leadership experience — Preferred
• 10+ years of experience with Oracle HCM or a comparable enterprise HCM or ticketing support platform, including system configuration, business analysis, reporting, issue resolution, and process design — Preferred
• Experience leading HCM system or module implementations — Preferred
• Experience with Oracle HCM Help Desk module and Tier 0 / self-service support strategies — Preferred
• Exposure to or active interest in agentic AI applications within HR technology ecosystems — Preferred
• Advanced proficiency in technical writing and process documentation
• Advanced understanding of business systems architecture and HCM platform design
• Strong project management skills including backlog management, timeline oversight, and stakeholder coordination
• Intermediate data analysis and reporting capabilities
• Working knowledge of project methodologies and product management frameworks
• Familiarity with Oracle HCM Cloud and the broader HR technology landscape
• Strategic thinker with the ability to balance customer needs, proactively driving process improvements while maintaining long-term vision with near-term execution
• Exceptional communicator — able to translate complex technical concepts clearly for non-technical audiences at all levels of the organization
• Strong collaborator with a track record of building relationships and driving alignment across diverse, cross-functional teams
• Skilled negotiator with demonstrated vendor management and contract oversight experience
• Adaptable and creative in problem solving; resilient and composed under pressure
• Committed to continuous learning, personal accountability, and the development of others
• High integrity with the ability to handle sensitive, confidential, and executive-level compensation data with the utmost professionalism
• Regular, predictable, full attendance is an essential function of the job
