**Job Summary and Qualifications**
The Manager, Disaster Response (Facilities Management & Engineering) is responsible for planning, coordinating, and executing disaster response operations that focus on protecting and restoring HealthTrust and HCA facility infrastructure following all-hazards events. Scope includes hurricanes, floods, severe weather, wildfires, seismic events, technological hazards, infrastructure failures, and other incidents that cause facility damage or disrupt critical building systems.
This role manages vendor and contractor relationships, oversees damage assessments, coordinates engineering solutions, and implements remediation activities to expedite recovery. Operating in close coordination with the HealthTrust Emergency Readiness Center (HERC), the Manager ensures facility safety, asset protection, and continuity of operations, aligning all activities with CMS Emergency Preparedness Rule, Joint Commission standards, NIMS/ICS, and ISO 22301 best practices.
By embedding disaster response readiness into facility operations and engineering workflows, this position supports life safety, asset preservation, and rapid operational recovery, mitigating both patient care impacts and financial/reputational risk across HCA
Participate in Hazard Vulnerability Assessments (HVAs) to identify and mitigate risks to facilities infrastructure
**What you will do in this role:**
Preparedness & Planning
+ Maintain enterprise disaster response playbooks for facilities management and engineering functions, covering natural hazards, technological incidents, and infrastructure failures.
+ Pre-stage and maintain vendor agreements, equipment caches, and restoration resources to enable rapid mobilization
+ Develop and update damage assessment protocols, engineering inspection checklists, and remediation procedures
Incident Response & Recovery Operations
+ Activate and coordinate disaster response operations for impacted facilities in alignment with HERC activation protocols and HCA Enterprise EOC coordination.
+ Direct damage assessment teams, ensuring timely collection of data and escalation of safety hazards or operational threats
+ Coordinate engineering resources, restoration contractors, and internal facility teams to prioritize and execute repairs
+ Manage temporary power, HVAC restoration, water removal, dehumidification, and other mitigation activities to stabilize the environment and prevent secondary damage
Vendor & Resource Management
+ Maintain a roster of pre-qualified vendors for structural, mechanical, electrical, plumbing, and environmental remediation services.
+ Oversee contractor mobilization, performance, and compliance with safety and regulatory requirements during disaster operations.
+ Track resource utilization, invoicing, and work completion to ensure accountability and fiscal stewardship.
+ Maintain documentation to meet ISO 22301 and audit readiness standards
Compliance & Standards Alignment
+ Ensure all response and remediation activities comply with CMS Emergency Preparedness Rule, Joint Commission standards, OSHA regulations, and applicable state/local codes

+ Conduct after-action reviews (AARs) following events, document improvement plans, and implement corrective actions
Training & Exercises
+ Develop and deliver training for facility engineering, security, and support staff on disaster response protocols, safety precautions, and ICS roles
+ Participate in enterprise and facility-level exercises, including functional and full-scale disaster recovery drills focused on facilities and infrastructure
Program Metrics & KPIs (targets to be set by leadership)
+ Average time from event impact to initial facility damage assessment report
+ % of facilities with current and tested disaster response plans for facilities management
+ Time to restore critical building systems (power, HVAC, water) to operational status.
+ Vendor performance ratings and contract compliance rates during activations
+ Corrective action closure rate following disaster events and exercises
**What qualifications you will need:**
+ Bachelor’s degree in Facilities Management, Engineering, Emergency Management, Construction Management, or related field - Required
+ 7+ years’ experience in facilities management, engineering operations, or disaster restoration in healthcare, logistics, or critical infrastructure - Required
+ Demonstrated experience in disaster response, damage remediation, and vendor/contractor management - Required
+ Experience coordinating within an Incident Command System (ICS) - Preferred
+ Or equivalent combination of education and/or experience
+ Ability to Travel up to 15% as needed
**Licenses, Certifications, & Training:**
+ Certified Facility Manager (CFM) - Preferred
+ Project Management Professional (PMP) - Preferred
+ Professional Engineer (PE) - Preferred
+ Certified Emergency Manager (CEM) - Preferred
+ OSHA 30-Hour General Industry - Preferred
+ ISO 22301 Lead Implementer/Auditor - Preferred
+ FEMA ICS/NIMS coursework (100, 200, 700, 800; 300/400 preferred) - Preferred
