Manager, Program Manager - Workforce Planning

The Program Manager - Workforce Planning is a critical position providing workforce governance and planning services for Capital One’s Card Tech+ organization. 

You will be responsible for managing the requisition approval process for an organization of ~6000 associates across multiple geographies and business domains. Additionally, you will provide workforce planning services for a subset of this population, partnering regularly with Finance and Technology leadership to develop quarterly headcount plans. 

Candidates should have a passion for solving workforce related problems, an engaging executive presence, exceptionally strong written and verbal communication skills, expertise in relationship-building, and the ability to manage multiple projects, deadlines, and stakeholders at once. Candidates should be excited about improving the daily lives and development of our engineers and help our leaders optimize our workforce at scale.


Responsibilities:

Partners with Engineering Leaders, Chiefs of Staff, Recruiting, and Workforce Business Partners to ensure requisitions are in line with approved capacity and budget

Managers workforce data hygiene 

Provides holistic updates to Chiefs of Staff and Workforce Business Partners regarding material changes to capacity

Manages workforce data hygiene, regularly audits data to ensure accuracy, and provides regular updates

Appropriately manages senior stakeholders and escalates capacity issues accordingly

Translates budgeted roles/positions into workforce plans aligned to organizational health goals

Ensures workforce/headcount plan is drafted with precision and is ready for executive presentations

Influences workforce strategy based on knowledge of best practices around spans, layers, job-level mix, and geostrategy

Creates executive presentations summarizing headcount plans and can influence more senior leaders/audiences

Manages complex issues raised by engineering leaders to enable business critical changes to positions

Reports on workforce/headcount plans to executive leaders in Card Tech+ organization 

Surfaces and resolves roadblocks to unlock hiring for all positions tied to workforce plan

Supports workstreams and ad hoc projects autonomously, through partnership with cross functional teams and continuously enhances workforce planning processes 

Develops relationships within direct and extended team members to be able to act as an informed and helpful sounding board and thought partner.


The Successful Candidate Will:

Demonstrate strong communications proficiency, including across teams and organizations, and have experience utilizing oral and written communication skills along with presentation skills.

Have the ability to multitask with simultaneous projects and tasks, while demonstrating urgency, prioritization, and ownership to drive issues to completion.

Possess excellent organizational skills and the ability to be goal/execution-oriented

Be able to react seamlessly to change in priorities and delivery focus

Be self-motivated

Be capable of balancing strategy and tactical delivery

Execute a strategic approach to all things especially process and operations


Basic Qualifications:

Bachelor’s degree

At least 5 years of experience in Project Management

At least 5 years of experience working in or partnering directly with HR/Finance

At least 3 years of experience in Workforce Planning for organization of 1500+

Expertise in either Google Sheets or Excel and familiarity with workforce modeling and/or financial forecasting


Preferred Qualifications:

7+ years of Project Management 

4+ years of experience managing diverse operational functions, such as staffing, budgeting, executing high-level meetings and events

4+ years of experience driving organizational change and operational excellence

4+ years of experience writing communications and presentations for leadership and non-leadership audiences

Experience with Google Looker Studio, Tableau, or Quicksight

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

Chicago, IL: $144,000 - $164,400 for Manager, Chief of Staff


 

McLean, VA: $158,400 - $180,800 for Manager, Chief of Staff

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
