As our new Manager of IAM you will provide leadership to the Identity & Access Management team who are responsible for how users within the organization are given an identity - and how it is protected, including protecting data assets, restricting critical applications and systems from unauthorized access while managing authentication and authorization of access rights. Position will involve implementing processes, leading others by security policies and procurement standards to run business securely and intelligently. The position assists the IAM Director in directing and executing the IAM program and defining statewide IAM strategies, policies and projects, align new business intent with existing road maps, identify customer needs, and lead collaboration efforts across OIT to deliver IT services. This position is OIT enterprise focused with demonstrated skill in strategy and critical thinking.

+ Actively engage in improving leadership skills, attitudes, and knowledge, especially as related to equity, diversity and inclusion. Attend training, development and group training on topics of inclusive leadership.
+ Manage the operations for the administration, compliance, service delivery and product support for all Identity & Access Management services. Will recommend and drive the enhancement process for the IAM program to better support the customers using the service.
+ Provides information and recommendations to ensure continuous improvement of processes: negotiates and collaborates with leadership and staff to develop security solutions and options; develops and adheres to internal standards and strategies; ensures adherence to approved methodologies and frameworks; coordinates resources, time, contingency plans and risk management.
+ Plan and organize the day-to-day operations of the department; develop and implement policies, standards and procedures necessary; may have budgetary responsibility and authority.
+ Determines necessary metrics to measure the IAM service against key performance indicators.
+ Act as an escalation point for IAM and related processes, working with customers and stakeholders as needed to resolve all issues quickly and efficiently.
+ Accountable for setting goals, performance development, source developmental opportunities and provide long-term career guidance to team members and others across the department.

The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
+ 4 years of experience in an occupational field related to the work assigned to the position, to include e xperience implementing and/or managing products and operations for a Multi-Factor Authentication, Single Sign-On, Identity Governance Administration, Privileged Access, Data Governance and Identity Analytics systems.
+ 4 years of experience managing user life cycle processes in a shared services framework with focus on provisioning, de-provisioning, Identity Governance, entitlements, password management, Role Based Access Control, Least Privilege, Self Service/Self Registration.
+ 4 years of working knowledge of the following: Cyber security regulations and compliance, access review, audit and remediation.
+ 4 years of knowledge across a broad range of identity and access management for Cloud, Workforce, Consumer, Digital, and API security.
+ Experience must include at least one year performing at the level of Senior/Lead/Matrixed Leadership in a relevant position.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. There is no substitution for any required management experience.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Conditions of Employment:
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
Supplemental Information
If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
