Overall Role
The Engineering Manager will assist the Senior Engineering Manager to oversee the operation of all client systems and ensure they run efficiently, safely and cost-effectively. He/she is also responsible for achieving excellence in the Critical Environment Management (CEM) program at the client’s premises, ensuring highest standards and that best practices are implemented. The Engineering Manager is to provide comprehensive engineering, CEM and technical services, with a focus on continuous improvement and risk management.
Management and Administration
Conduct regular operational meetings.Prepare monthly management reports.Manage financial processes for vendor and supplier invoices and payments and assist in planning of client’s annual budget..Conduct training including for incident management.Manage and maintain paper and electronic documents including contract register, contact lists, client standards documentation, maintenance records and as-built drawings..Communicate with regional team to standardize JLL operations, meet client requirements and resolve issues.Contribute to internal audits and action plans.Maintenance Management
Plan, schedule, organize and supervise the execution of preventive maintenance works and other repair and modification work.Contribute to review and selection of vendors for new contracts and contract renewals.Manage daily and weekly site checks on electrical, mechanical, architectural and building services installations.Manage electricity consumption, HVAC consumption and critical temperature trending.Manage site access to client site and certain critical areas.Manage all necessary standard tools and equipment and calibration.Energy and Environmental Management
Manage documents required by relevant authorities.Plan and execute energy saving measures and other environmental measures.Building Operations within Client Premises
Manage and ensure all operational staff and contract staff adhere to client working practices, government regulations and codes of practice of related institutions.Define, coordinate and implement BCP action plan, procedures and documentation.Ensure all working areas and plant room areas are clean and tidy.Assess and review all IT equipment Moves, Adds and Changes (MAC) works prior to the works.Manage notices and escalation charts for Comms Room and Comms Closet operations.Testing & Commissioning and Handover Support
Assist in testing and commissioning by attending the testing and commissioning of building service systems.Emergency Call Out and Rectification Services
24hrs emergency call out coverage to attend to any incidents on the client site, escalate, arrange staff and vendor responses and maintain a register of incidents.Data Cabling
Manage on-site patch cabling vendor.Health and Safety
Ensure compliance with statutory regulations on health and safety regulations.Ensure all safety procedures are followed, including Emergency Operation Procedures.Maintain a register of all emergency call out incidents.Knowledge and Skills Required
Qualification/certification in at least one engineering discipline of electrical, mechanical, building services and project management.Minimum five years’ experience in design, construction, commissioning of building services or facilities management.Business level English and Japanese (spoken and written)Presentation skills, team management skills and project management skills.Competencies
Works well with others and can build key relationships with cross-functional teams.Excellent communication skills, both written and verbal, as well as interpersonal skills.Time-management skills and the ability to work under pressure.Able to see things from the client’s stand point, listen and observe to anticipate client’s needs.Previous experience in data centres, investment banking or other critical environments.Work Location: Chiyoda-ku, Tokyo
