Responsibilities Serving as a DLA Distribution Lean Six Sigma (LSS) Continuous Process Improvement (CPI) project team analyst and member Black Belt within Office of Strategic Programs Directorate (OSP). Planning, coordinating, and executing LSS CPI projects, Rapid improvements events (RIE), and Just Do Its (JDIs) across the DLA Distribution MSC. Utilizing a wide range of analytical, statistical, and mathematical tools, the Black Belt is responsible for defining a quantifiable relationship between the input and output variables. Identifying and improving productivity efficiencies and processes utilizing LSS and other CPI techniques. Tracking and reporting LSS CPI events and results to communicate implementation efforts. Coaching/advising Blackbelts, Green Belts, and CPI event participants throughout all DLA Distribution locations. Utilizing analytical tools such as Linear Regression, Statistical Process Control (SPC), Normality Test, Theory of Constraints (ToC), Takt Time, and Statistical Process Control, to develop a sustained focus on CPI. Assisting in the planning and execution of process mapping and Value Stream Analysis (VSA) to create a Value Stream Map (VSM). Identifying and conducting just in time process improvement training to support project execution. Requirements Conditions of Employment Qualifications To qualify for a Management and Program Analyst (CPI), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Assisting with designing and developing effective studies to identify and propose solutions to complex CPI problems. Utilizing qualitative and/or quantitative methods for the analysis, assessment, and improvement of programs, processes, and systems. Conducting cross-organizational studies and projects using change management principles. Utilizing problem solving, fact-finding, and investigative techniques to make and implement program/process recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. Frequent travel may be required. Work Environment The work environment involves everyday risks or discomforts that require normal safety precautions. Work is performed in an office type setting where the work area provides adequate light, heat, and ventilation. When performing duties at DLA Distribution Centers, work requires visits to storage facilities or other industrial areas and may involve moderate risk or climatic discomforts. Protective clothing and gear and observance of safety precautions are required. Education Substitution of education may not be used in lieu of specialized experience for this grade level/series combination. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
