Position Overview

QinetiQ US seeks a skilled Management Analyst to provide professional services contract support to a federal law enforcement agency client the LESA Deployment and Transformation (D&T) Unit in advancing law enforcement systems programs, analysis, and operations. This role combines program management support with knowledge of systems engineering, business intelligence, and organizational transformation initiatives. The ideal candidate will contribute to cross-functional teams while developing expertise in acquisition lifecycle frameworks, data visualization platforms, and strategic planning that strengthens law enforcement capabilities nationwide.

Responsibilities Program Support and AnalysisSupport multifunctional project teams in agency initiativesAssist in implementing strategic initiatives that strengthen policy, process, and protocol management for law enforcement systemsContribute to cross-functional teams focused on law enforcement system modernization and continuous improvementSupport project planning and execution aligned with executive leadership goals and agency mission requirementsAssist in the professional and technical development of fellow staffSystems and Technology SupportAssist in Acquisition Lifecycle Framework (ALF) and Systems Engineering Lifecycle (SELC) implementation across agency programsSupport business intelligence and data visualization initiatives using tools including Power BI, ServiceNow, Tableau, and QlikContribute to development of standardized test plans and scripts for acceptance testing of new law enforcement systemsAssist with cloud computing initiatives on platforms such as ServiceNow, Salesforce, Appian, AWS, and AzureData Management and ReportingHelp organize and track agency tasks using automated solutions (JIRA, integrated master schedules, SharePoint, Visio)Support development of project and system Key Performance Indicators (KPIs) and performance metricsPrepare analysis and reports utilizing data from agency systems under guidance of senior staffAssist in data entry, updates to agency systems, and coordination of data callsCommunication and CoordinationOrganize, facilitate, and actively attend meetings, working sessions, and briefingsConduct meetings to gather and analyze requirements from diverse stakeholdersSupport translation of operational needs into technical requirements for federal stakeholdersAssist in planning and transition of agency system data for dashboarding and reporting across agency unitsProcess Improvement and DocumentationReview and assist in updating governance documents such as policies to ensure alignment with agency standardsRecommend and implement process improvements and solutions under senior guidanceProvide reporting in multiple formats including Power BI, Excel, and PowerPoint presentationsSupport teaching and training of team members on support processes, tools, and technologies

 

Required Qualifications Education and ExperienceBachelor's degree in business, engineering, information systems, public administration, or related field, with 3-10 years of relevant experienceExperience in project management, requirements gathering, technical documentation, and briefing audiences at varying levelsProfessional Experience3+ years of experience supporting federal customers or large organizations in program management, operations, or analytical rolesExperience in IT business analysis, systems analysis, or technology project management within federal agencies preferredDemonstrated experience in business requirements gathering and analysis, including stakeholder engagement and process mappingExperience working in collaborative, cross-functional team environmentsTechnical and Analytical SkillsKnowledge of business intelligence platforms (Power BI, Tableau, ServiceNow experience preferred)Understanding of project management methodologies and toolsAbility to research, analyze, and understand law enforcement and technical mission requirementsExperience with data analysis using various data sources and providing recommendations based on findingsCore CompetenciesAbility to manage multiple projects and deliverables simultaneously while maintaining attention to detailStrong analytical and problem-solving skills with excellent attention to detail in all work aspectsExperience in federal consulting, public policy, or mission-critical operations supportAbility to work independently while maintaining collaborative relationships with team members and federal clientsDemonstrated ability to learn and communicate technical concepts effectively to federal government clients

Security Requirements

Ability to obtain and maintain appropriate federal security clearance.Background investigation required.Must be U.S. citizen.
