MANAGEMENT ANALYST
Summary You will serve as a MANAGEMENT ANALYST in the Corporate Operations Department, Forward Deployed Regional Maintenance Center (FDRMC) Naples, Italy. Responsibilities You will oversee and coordinate the compilation of information for the development of position descriptions, performance plans, training plans, awards, etc., based on knowledge of the organizational civilian/manpower/manning requirements. You will use the Defense Civilian Personnel data system and initiates, coordinates, and/or reviews personnel actions implemented. You will serve as the command primary point of contact with Human Resource Office (HRO) and Office of Civilian Human Resource Office (OCHR). You will serve as the lead for Command manpower programs and taskers and will provide direction and guidance to the incumbent for assigned programs. You will coordinate and provide support and advisory service to all levels of management relative to civilian personnel management matters. You will serve as administrator and coordinator for the civilian personnel performance appraisals, through DPMAP or other applicable systems, awards programs, telework, CEAP, and other related civilian administrative programs Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying pertinent laws, policies, procedures, and regulations pertaining to civilian personnel, manpower management, organization and mission and staffing standards to accomplish assigned functions and advise on work practices. 2) Utilizing the ability to present recommendations and negotiate solutions for the command. i.e. through written and oral communication to provide advice and guidance, study recommendations, prepare reports, and/or initiate personnel/position actions. 3) Applying knowledge of common personnel management policies, practices, and operations including position classification, recruitment/selection, performance management, award, etc. 4) Developing strategies for allocating limited manpower resources based on command priorities, historical utilization data, and analysis of mission and functions. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, or small parts, or driving an automobile. The incumbent may be required to visit U.S. Navy vessels and field activities in conjunction with assigned tasks. Work Environment: The work is usually performed in an office setting. The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meetings and training rooms, however, the incumbent may be expected to work in a less comfortable environment to visit off sites facilities within the commuting area or while in TDY status.
