Summary You will serve as a MANAGEMENT ANALYST in the COMMANDER NAVAL AIR FORCE ATLANTIC of COMNAVAIRLANT. Responsibilities You will be responsible for personnel planning, oversight, and management of Limited Duty (LIMDU) and Disability Evaluation System (DES) personnel to ensure that these Sailors are fully integrated into assigned commands. You will plan and conduct comprehensive in-depth analysis, to include the development of Force wide metrics to review and provide assessments of the command Limited Duty (LIMDU) and Disability Evaluation System (DES) distribution. You will provide technical guidance, identify deficiencies, and develop/recommend corrective actions to mitigate the deficiencies identified during the analysis. You will work closely with various commands, leadership, and other external organizations to properly distribute LIMDU/DES Sailors by ensuring sailors are assigned in the appropriate in-rate, rank, and berthing accommodations. You will ensure all subordinate commands designate in writing a Deployability Coordinator (DC) to track and monitor personnel assigned in a non-deployable status and ensure all subsidiary DCs are listed in My Navy Assignment. You will maintain close liaison with Deployability Assessment and Assignment Branch (PERS 454) and the DCs at the servicing Medical Treatment Facilities (MTF) and resolve LIMDU/DES assignment issues within the geographic area. You will attend all required training and certifications as set forth by the local Navy Medicine Readiness and Training Command (NMRTC) and ensure personnel attend all required training and certifications as set forth by their local NMRTC. You conduct research and special study projects to resolve problems, change procedures, evaluate concepts, establish, revise, and/or review policies and procedures. You will develop force wide LIMDU/DES distribution strategies, recommend changes, provide primary oversight and representation of personnel issues. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in and possess comprehensive management experience including a broad knowledge of program planning procedures and directives, and a detailed understanding of the Department of the Navy organization. The employee must have had experience of sufficient scope and quality to be able to conduct effectively the managerial and technical duties of the position. Experience in and possess extensive knowledge in the fields of military manning and military personnel assignments to mitigate the friction and adequate tracking of LIMDU/DES/Transient personnel. Experience in and possess extensive understanding principles, theories, and techniques of program research analysis to develop new and innovative approaches to solving LIMDU personnel management issues. Experience in and possess expert knowledge of force management functions and techniques to justify manning requirements, allocations of positions and documentation to support changes and authorization. Experience in and possess extensive knowledge of the various programs including command's Activity Manpower Document (AMD), My Navy Assignment System (MNA), LIMDU Smart, Medical Reporting and Readiness System (MRRS), Message Traffic systems along with associated governing policies and regulations to determine manpower and manning requirements. Experience in and must possess extensive knowledge of Deployability Category codes (DCATs) and Distributable Navy Enlisted Classification codes (DNEC). Experience in and must possess comprehensive knowledge of Navy and Fleet Readiness frameworks, governance processes, and interrelationships to meet our peacetime and wartime mission demands. Experience demonstrating high levels of initiative and proficiency in coordinating the resolution of complex issues and an exceptional degree of tact in dealing with senior management officials. Experience in and possess expert knowledge and demonstrate the ability to plan and coordinate work within the N1 organization to resolve problems, change procedures or evaluate concepts. Experience in and possess knowledge and skill sufficient to negotiate and coordinate projects and working groups with Echelon I and II, and subordinate commands ensuring that LIMDU/DES and Transient Sailors are assigned in-rate and rank, and the ability/inability of the LIMDU/DES/Transient Sailor's ability to conduct such work. Experience in and possess expert knowledge and demonstrate the ability to eliminate work problems and/or barriers to mission accomplishment. Experience in and possess a high degree of written and oral communications skills to develop recommendations, justifications and reports and present briefings to top level management. Experience in and must possess expert knowledge of Microsoft Office suite as well as strong administrative ability to compile, process, and analyze complex data, and to provide formal reports to all levels of the USFF's chain-of-command.
