Essential Functions + Acts as internal consultant to Learning & Development Specialists in assessing, designing, developing and implementing training initiatives + Delivers hands-on training for maintenance and repair of valves, pipe, fire hydrants, and other buried assets in the water distribution or wastewater collection system + Delivers hands-on training for specialized equipment such as pipe saws and other tools specifically related to maintenance and/or repair of the water distribution and wastewater collection systems + Audits learning material and delivery to ensure that learning is up to date and accurate + Validates assessments to ensure accurate and current content + Supports the Utility Services Team with all Team knowledge transfer functions + Evaluates operational issues and, where applicable, recommends developmental solutions and upon approval acts on implementing the solutions + Works with Learning & Development Specialists to design and implement learning and development programs and sessions including testing and evaluation procedures + May conduct knowledge and skill-based development sessions + Coordinates the skill development/knowledge component of knowledge-based and skill-based pay programs + Scans industry best practices and makes recommendations regarding innovative technology + Partners with Utility Services business units’ staff in ensuring effective and efficient delivery of programs and sessions + Drives a vehicle to conduct WSSC Water business Other Functions Performs other related duties as assigned Work Environment And Physical Demands Business casual office environment Required Knowledge, Skills, And Abilities + Knowledge of industry best practices used in the maintenance and repair of water distribution and wastewater collection systems + Thorough knowledge and understanding of safety rules and regulations and standard operation procedures + General understanding of fluid mechanics + Ability to work under limited supervision, be a self-starter and an effective communicator + Ability to establish and maintain effective working relationships with employees, customers, contractors, other Utility Services Divisions and the general public + Performing needs assessments and translating to developmental programs + Instructional design including curriculum design + Excellent verbal and written communication skills + Familiarity with standard office software and learning management systems Minimum Education, Experience Requirements + Bachelor’s degree + 3+ years’ experience in water and sewer maintenance operations OR + High School diploma (or equivalent) + 7+ years’ water and sewer maintenance operations experience + 1+ year experience in field instruction Additional Requirements + Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain a WSSC Water driver’s permit within 90 days of hire or transfer + Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter Preferences + Supervisory experience in water and sewer system repair + CPLP certification + Experience in training delivery Salary$96,038 - $163,523 Posting Detail Information EEO Statement AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
