MAINTENANCE FLEET ANALYST

Description:

This position performs research and analytical work for the Vehicle Maintenance Division, particularly in the areas of warranties, vehicle replacement schedules, performance benchmarking, and action plan tracking. Reports on the ongoing effectiveness of various maintenance procedures and fleet maintenance policies.

Essential Functions:

Reviews output reports from fleet information systems, analyzes for patterns or trends, prepares reports and graphs depicting results of these analyses, and recommends for appropriate follow-up actions. Forecasts minor and major component replacement requirements and schedules for inclusion in capital and operational budgets. Analyzes department equipment needs and advises maintenance division on equipment suitability and possible use of alternative types of equipment by considering cost and use factor and other available information. Analyzes and interprets complex data relevant to fleet assets to support decision making and improve fleet efficiencies. Manages the Fleet Management System (Trapeze EAM) for the division and liaisons with the Information Technology Department for all matters related to the system. Maintains and updates employee database in the Fleet Management System (Trapeze EAM) and creates and runs applicable reports. Retrieves and enters fuel information for the electric buses into Trapeze EAM. Uploads, reviews, and correct (as necessary) the CNG fuel batch daily. Performs daily batches of CNG fuel tickets into Trapeze EAM. Provides support to the fleet team leadership to develop policies, procedures, and process improvements to assist with proper fleet maintenance and performance tracking activities. Performs performance benchmarking analysis. Creates and maintains revenue and support vehicle database records including major components in the Fleet Management System (Trapeze EAM) and on Excel spreadsheets.   Assists with accepting vehicles, tracks and assists in processing all tags, titles, and coordinates applications for new vehicle changes and vehicle disposals. Coordinates with other departments to process new vehicle acceptance packages. Manages the E-Pass account for all revenue, support, and paratransit vehicles, and coordinates with the Expressway Authority and Airport for vehicle registration and management. Reviews and processes toll violations for fixed route and support vehicles. Provides unpaid violations and outstanding traffic citations for paratransit and Vanpool vehicles to appropriate parties for resolution. Monitors the execution of all maintenance inspections, including major sub-systems, for compliance with inspection periods. Compiles monthly fleet operating cost and performance reports and statistical data for internal/external reporting. Tracks warranty start dates, terms, warranty claims procedures, work order completion for submission and ensures the credits are received by the agency. Regular and reliable attendance and punctuality are required as an essential function of the position. Performs other duties as may be required or assigned.

 

Required Qualifications:

 

Bachelor’s degree from a regionally or nationally accredited institution in Business Administration, Finance, Accounting, or a closely related field plus three years of experience in operations research, organizational/departmental methods and analysis, statistical analysis and/or productivity work measurement studies. Additional years of related experience beyond the required three years may be substituted for education on a year-for-year basis.        

Desired Qualifications:

One year of experience performing the above duties in a fleet environment. Quality assurance experience in fleet operations or related field.

Knowledge, Skills, and Abilities (KSAs):

Proficiency using a computer and related technology, including proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook), the internet, and knowledge of vehicle maintenance software. Knowledge of mathematical and statistical methods; the theories, principles, and practices of research, data processing, and statistical analysis. Knowledge of standard methods, practices, tools and equipment used in heavy duty vehicle maintenance and automotive maintenance and repair. Knowledge of fleet maintenance inspection/warranty processes.  Analytical/problem solving ability. Ability to communicate performance indicators and trends clearly and succinctly in written and graphical formats. Ability to communicate effectively in English, both orally and in writing. Ability to prepare and edit clear and concise written reports. Ability to interact positively with a variety of personalities internally and externally. Ability to handle and balance multiple priorities and deadlines. Ability to interpret labor agreements and policies. Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service. Ability to exhibit a professional, courteous demeanor. Ability to work in a diverse environment.

 

Work Environment and Special Considerations:

Works in an office environment. Must possess and maintain a valid Florida Driver’s license and safe driving record. LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.

 

Physical Requirements:

Close visual acuity to perform an activity such as viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines; using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes. Visual acuity to perform an activity such as operating where the seeing job is at or within an arm’s reach, performing mechanical or skilled trades tasks of a non-repetitive nature. Visual acuity to operate motor vehicles or heavy equipment. Visual ability to distinguish colors, specifically between red, green, blue and yellow. Visual ability to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures. Ability to sit and stand for extended periods of time. Ability to move about on foot to accomplish tasks, particularly for long distances and for long periods of time. Fine dexterity such as pinching, picking up or working with fingers rather than whole hand/arm required. Ability to hear sounds at normal speaking levels, to receive information through oral communication and to make fine discriminations in sound. Ability to verbally express or exchange ideas by means of spoken words.

 

Rate will be determined by the qualifications of candidates who exceed the minimum requirements.
