Job Description
Background/Context:
The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. With a team of over 750 members, the IRC has established trust and strong community relationships, ensuring access and effective service delivery. It plays a significant role in Syria’s NGO, donor, and coordination forums, holding key positions and adapting to the evolving context.
With the new realities under the new government, as of December 2024, the IRC has deployed a team to Damascus to set up operations and engage in coordination structures for newly accessible areas across Syria—including parts of NES, NWS, and other previously unreachable locations in South and Central Syria, adjusting operations to maximize coverage and efficiency.
Job overview:
Reporting to the Supply Chain-Logistics Manager, the Logistics Officer is responsible for the efficient coordination and management of logistics responsibilities in Damascus . As part of the Supply Chain team, they must be able to undertake efficiently and effectively the logistics roles, whilst ensuring best practices and maintaining audit-compliant records.
Responsibilities:
+ Warehousing/Assets Management:
+ Understand, implement and / or maintain standard IRC inventory management policies and procedures.
+ Hold a meeting with the Supply Chain team in Damascus to reconcile the Asset Register to make sure that information is correct, and nothing is missing.
+ Conduct routine inventory inspection and submit report to the Logistics Manager in a timely manner.
+ Conduct monthly stock reconciliation, making sure that bin card balances, ledger balances, and physical balances are matched.
Transportation / Fleet
+ Manage fleet in Damascus office by implementing the IRC standard vehicle policies and procedures, with particular attention to safety and security issues; ensure vehicle inspections for safe working order are done on a weekly/monthly basis.
+ Manage, evaluate, and monitor drivers.
+ Coordinate with program teams to submit a staff movement plan enabling the fleet unit to schedule vehicles for planned activities.
+ Prepare the weekly movement plans for all staff in a proper, efficient, and effective way.
+ Ensures the drivers are aware of their movements and plans.
+ Ensure that log sheet record for all rented vehicles is filed in sequential order to produce auditors when required.
+ Maintain a complete record of drivers’ leaves and overtime according to the vehicle policy.
+ Ensure vehicles are well maintained, hygiene, fully equipped with tools and full official documentation are valid and available.
+ Collect all fleet-related information (Logbooks, fuel, accidents, etc..) and provide it to the Logistics manager for report compilation .
+ Arrange for airport transfer for all IRC staff and visitors.
+ Arrange and coordinate all IRC Staff and visitors movements from Lebanon, Amman and region.
+ Manage the vehicle pool by assigning vehicles for individual requests within Damascus and inter-field travel, draft weekly/ daily movement schedules
+ Support Expats with ticket requests and arranging airport arrival and departure.
+ Collaborate closely with the Liaison Manager to facilitate timely and compliant visa issuance and residency processes for international staff and visitors.
+ Ensure accurate documentation, application submission, and follow-up with relevant Syrian authorities to support staff mobility and legal residency requirements.
+ Maintain effective communication with expats regarding timelines, documentation needs, and procedural updates
Asset:
+ Every quarter support the Asset Officer to prepare a list of assets bought during the last quarter in Damascus andrequest financial report for asset codes to reconcile and ensure the assets were purchased under the grant code in the assetrecords
+ Update any identified need for recoding of assets T1. Shall a need for recoding is identified.
+ Coordinate with finance and grants team to ensure proper recoding is documented and the “5 SYR DAM Asset
+ List” is updated accordingly.
+ Ensure that assets, property, including ICT equipment, furniture, and office equipment are tracked, and employed for legitimate purposes only.
+ Develop and maintain Asset Registers, including acquisitions, maintenance management, and transfers.
+ Manage secure storage of unassigned assets in Damascus
+ supporting the Asset Officer in executing and monitoring the implementation of the asset acquisition, maintenance, and disposal plans
+ Advise the Asset Officer/Supply Chain Manager of asset-specific issues or improvements
+ Monitor and record the transfer of assigned equipment between
+ support Asset Officer to have Weekly inventory checks or otherwise directed
+ In charge of doing fiscal year count and end of grant inventory for assets with coordination of Asset officer
+ Ensure all assets are tagged
+ Track all junked/sold equipment through end-of-life cycle
+ Work with Asset Officer on Track and record locations of all inventoried assets to the greatest extent possible
+ Assist with the Transportation Officer for moving organization assets where needed
+ Keep a clear follow-up and clear flow of documentation related to Asset Equipment
+ Any other duties as required delegated by Asset Officer and Supply Chain Manager
