Local Content Advisor

Airswift has been tasked by one of our major clients to seek a Local Content Advisor professional to join them on an initial 12-months contract in Spring, TX
The main responsibility of the role is to support the development and implementation of Local Content strategy for a large oil and gas development project in Mozambique. The Local Content Advisor will be experienced with EPC local content planning and execution, government regulatory approaches to Local Content in a variety of countries, workforce and supplier development programs, and contracting and procurement principles. Mentoring of National staff is a key expectation of the role.
Responsibilities Supports the development and implementation of Local Content strategies and programs to ensure compliance with commitments to the Government and stakeholders Advises on best practices and risk management as relates to Local Content Supports Local Content Manager and team, as needed, to ensure execution of Local Content objectives and tasks Monitors to ensure Local Content is embedded into standard business processes (e.g. training, bidding process, contracts) Engages with company internal stakeholders (project functions) and external stakeholders (Government entities, IOCs, EPC, main contractors, NGO, etc.) to promote Local Content initiatives and monitor compliance Monitors Contractor performance and the National Local Content landscape to inform continuous improvement Ensures internal and external stakeholder reporting and deliverables are completed, reviewed and endorsed within required timelines Develops strategies and tactics to ensure commitments are achieved Supports leadership with research and material to inform strategy, engagements and plans Engages independently with stakeholders, as aligned with leadership Builds alignment for Contractor management of Local Content objectives and initiatives Leads the review of Contractor Local Content Plans and Local Content Implementation Plans Ensures Local Content requirements are included in contracting strategies, and EPC/major Contractor Local Content Plans, Implementation Plans and other Project execution plans. Ensures appropriate level of inclusion of Mozambican workforce and suppliers Monitors Contractors for compliance with Government and contract requirements. Takes action to resolve deficiencies. Supports the reporting for Local Content, including Government reporting and presentations; oversight and QA/QC of Contractor reporting; presentations and written reports Supports development of Company Local Content Plan Supports in developing advocacy strategy and material Capable of designing and executing a compliance plan for local content Engages with EPCs and major Contractors on Local Content matters; ensures contract requirements are met, or gaps are rectified. Schedules timely and appropriate meetings to resolve issues and close any identified gaps Participates in and/or present at conferences, panels, seminars, etc. Mentors developing staff members and supports knowledge growth in Local Content and Contractor management
Requirements: Minimum of bachelor’s degree in related discipline, such as Business Administration, Finance, Socioeconomics Minimum 15 years relevant Local Content experience Must be experienced with EPC contractor management, contracting and procurement Experience with the key job responsibilities listed above Understanding of Mozambican extractive industry legislation, petroleum industry laws and regulations (e.g. Petroleum law, regulations, public tendering, Local Content legislation etc.) is a plus Commercial knowledge specifically with local content procurement and contracting Experience interacting with a variety of external entities (e.g., government agencies, NGOs, local communities, EPCs, Lender institution representatives) Ability to assess and act on project resource needs Team leadership skill in alignment, mentoring and continuously improving team performance Portuguese verbal and written linguistic communication skills is a plus Excellent interpersonal and communication skills; persuasive with strong business perspective Adaptable to changing priorities
