LMA Engineering Manager, Singapore
**Job Description** The Engineering Manager for the Lead Maintenance Activity (LMA) in Singapore will be responsible for the overall planning, execution, and oversight of all engineering and maintenance services supporting the US Navy's 7th Fleet in the region. The successful candidate will lead a team of technical professionals and manage all aspects of surface ship maintenance, modernization, and repair, ensuring that fleet assets achieve optimum material readiness. The Engineering Manager will act as the primary technical liaison with the Fleet Logistics Center (FLC) and subordinate commands, foreign shipyards, and various contracting and regulatory bodies. Key Responsibilities + Engineering and project management: Provide technical and project oversight for all design, repair, and maintenance activities. Develop and manage project plans, budgets, and schedules to ensure timely and cost-effective execution of maintenance availabilities. + Team leadership: Supervise, train, and mentor a team of engineers and technical staff, fostering a culture of continuous improvement, safety, and compliance with all Navy and contract requirements. Conduct performance evaluations and manage all personnel administrative functions for the department. + Client and stakeholder relations: Serve as a key point of contact for the US Navy and other stakeholders, liaising with FLC command staff, ship's force, shipyard personnel, and other contractors. + Contract management: Manage and oversee the execution of the LMA contract, ensuring compliance with all terms, conditions, and technical specifications. Prepare cost estimates and provide input for new proposals or work modifications. + Quality assurance and safety: Implement and enforce a robust quality assurance program to ensure all work performed meets the highest technical and safety standards. Monitor maintenance execution, track system testing, and manage quality assurance reporting for all work. + Logistics and supply chain: Coordinate with logistics personnel for material procurement, tracking, and delivery to support maintenance and repair projects. + Continuous process improvement: Evaluate and improve industrial and administrative processes to enhance efficiency and effectiveness. Drive initiatives to optimize resource utilization and introduce new technologies. + Documentation and reporting: Ensure all technical data and project information are properly documented and reported in the company s systems and comply with US Navy regulations. **Required Education, Experience, & Skills** + Experience: + Minimum of 10 years of experience in maintenance management, with a strong background in a naval or maritime defense setting. + Education: + A Bachelor's degree in Engineering (Mechanical, Marine, or Naval Architecture preferred) or a related technical field + Skills: + Understanding of ship repair processes and NAVSEA standards. + Strong knowledge of naval engineering, repair, and sustainment practices. + Able to interpret and act on complex technical data and engineering drawings. + Proficiency in project management software (e.g., Microsoft Project, CMMS) and the Microsoft Office suite. + Security: Ability to obtain and maintain a US government security clearance. **Preferred Education, Experience, & Skills** + Experience: + Experience in a ship repair facility (SRF), regional maintenance center (RMC), or similar environment. + Demonstrated experience with US Navy maintenance processes, including the Joint Fleet Maintenance Manual (JFMM) and the 3M system. + Experience working on a US Navy contract, particularly with a Fleet Logistics Center (FLC). **Pay Information** Full-Time Salary Range: $146670 - $249330 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
