LCMM – Combat Systems Specialist  

Position Summary

Thales Canada is looking for a Life Cycle and Materiel Manager (LCMM) – Combat Systems Specialist to support its non-Combatant In-Service Support Programs for the Royal Canadian Navy.

The LCMM – Combat Systems Specialist is responsible for engineering support and technical oversight of various systems including but not limited to Navigation Systems, Communications Systems, Command and Control systems, Data processing systems, Above water and underwater sensor systems and Ship’s weapons systems,  on board the various platforms of the Royal Canadian Navy.  Accountable to the Operational Support Manager and working directly with various internal and external stakeholders, this role manages various activities to establish and maintain the configuration and design intent of the marine auxiliary and other mechanical systems on the ships and manage any changes through their end-of-life and divestment.

The successful candidate will leverage their existing knowledge and expertise in marine mechanical systems and equipment to become a subject matter expert and main point of contact for all technical matters associated with the systems assigned thereto. The principal objective is to maximize effectiveness and efficiency, while minimizing the Life Cycle Cost (LCC) associated with the support of their systems.

Key Areas of Responsibility

The key functions and areas of responsibility for the LCMM – Combat Systems Specialist include but is not limited to:

Performing Life Cycle and Materiel Management functions including but not limited to equipment obsolescence, material compatibility issues, alternate part investigations, maintenance management, and disposal management;Supporting and managing activities associated with the design and configuration control of the vessels including conducting functional and physical configuration audits, as well as deviations and waivers documentation;Providing technical advice to enable auxiliary and mechanical equipment and/or systems to be correctly operated or maintained;Monitoring systems and equipment performance through various reports such as but not limited to Unsatisfactory Condition Reports (UCRs), Pre-installation failures (PIFs) and technical investigations (TIs) conducted by the customer;Ensuring proper level of spares are maintained throughout the life of the systems and equipment; support the cataloguing process;Conducting technical investigations into problems associated with combat systems, equipment and/or software issues, including failure analysis and solution recommendation;Developing and reviewing technical documentation including equipment specifications, installation and maintenance instructions, test and trials agendas, and engineering change documentation and drawings;Analyzing requirements associated with baseline changes to the ships configuration, equipment and software;Liaise with OEMs, Service Providers and ship staff to support the investigation and resolution of defects;Preparing documented work scopes, suitable for the solicitation of quotations from external resources such as OEMs, manufacturers, suppliers, testing facilities or specialist service providers; andPreparing and managing Work Packages and cost estimates for customer approval.

Minimum Requirements

Minimum education requirements:

3-year technical program diploma (for Technologists) or 2-year technical program diploma (for Technicians) in a marine technical field offered by a recognized technical institute; or

Certified a technologist or technician by a recognized provincial, state, or federal (national) licensing body in a relevant field or certified body; or

Certified as one of the following technical trades of the Canadian Armed Forces:

QL6B Naval Electronics Technician

RQPO1 WEng Tech

Possess a minimum 8 years of demonstrated professional work experience in the naval, marine, or offshore industry within the last 15 years;Extensive knowledge of combat systems and equipmentWorking knowledge of Microsoft Office Suite;Familiar with safety standards;Strong communication skills (oral and written);Language: English (Essential).

Preferred Qualifications

Minimum 10 years of experience as a Technical Specialist with marine with marine communications, navigation or naval combat systems;Previous experience with the Royal Canadian Navy or Canadian Coast Guard;Previous experience as a Life Cycle Materiel Manager in the communications, navigation or naval combat systems field;Demonstrated project management experience;Familiar with the Department of National Defense (DND) maintenance management and implementation system “DRMIS”;Experience in delivering marine in-service support of operational assets; andFamiliar with certification requirements including but not limited to Classification Society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations.

Physical Demands

Predominantly office work but will be required to occasionally travel to and work in dockyards and onboard Naval shipsMay be required to undertake inspections on Naval ships which may involve involving bending and twisting, and working aloft

Special Position Requirements

Schedule: 40 hours per weekTravel: Occasional domestic or international travel may be required in support of the ships

Pay Transparency

The anticipated Total Target Compensation (TTC), inclusive of annual salary and bonus eligibility, for this role is 76,208.54 - 101,611.38 - 128,924.64 CAD Annual​. The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s status protected by local, provincial, and federal laws.
