Duties Description Under the direction of the Program Specialist 1 (Cannabis) for their assigned area, the incumbent of this position will be working closely with the Surveillance and Regulatory Compliance units and will be responsible for reviewing and processing license and permit applications and renewals following the implementation of the Office of Cannabis Management (OCM) laws, rules, and regulations. Duties include, but are not limited to: • Respond to written and verbal inquiries and complaints from applicants, licensed entities, and various stakeholders.• Answer questions from applicants on the requirements of various licensure programs; assist applicants in completing applications.• Review of license applications and ensure applications are complete; follow up with applicants to correct deficiencies.• Review applicants’ criminal justice history (including coordinating submission of fingerprints with Division of Criminal Justice Services).• Read and interpret rules and regulations governing the license and issuance process. • Research database for other cannabis businesses located near applicants.• Review application locations to ensure they are in compliance with local laws. • Make corrections to resolve problems in processing applications.• Electronically preserve documentary records as needed; maintain records for the required retention periods and then purge outdated records• Provide preliminary application recommendations to supervisory staff. • Work closely with other program units when needed. • Complete other special projects as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required experience: Three years of full-time experience in a position where your primary responsibility is providing customer service in the form of explaining programs, policies, and/or procedures, resolving problems, or reconciling accounts.Applicants with degrees or college semester credit hours will be credited with experience as follows:• 30 semester credit hours – 1 year experience• 60 semester credit hours – 2 years’ experience• 90 semester credit hours – 3 years’ experienceORCurrent New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 10 or above and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments NOTES:• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
