Description of Job
The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air ambulance services operating within the state.
The Licensing & Certification Program within the Office of Facility Support Services performs the administrative licensing, certification, and survey processing duties in HFEMSD. Each new license or certification requires an on- site inspection. This unit sets up the record to allow the surveyor inspectors to complete their work. This includes collecting and reviewing application documents for accuracy and completeness, and requesting that on-site surveys be conducted when appropriate. At the conclusion of the on-site survey, this unit performs a quality assurance check on the investigation that was completed, communicates with both state and federal partners, and completes the record by issuing a license or recommending approval of certification. This process is standardized for each facility type, but differs across different facility types and requires a wide breadth of knowledge in the different processes.
Summary of Position:
This position provides support to the licensure and certification programs that are responsible for regulatory activities related to Medicare and Medicaid federal and state certification, as well as state licensing. This position processes a high volume of complex licensure and certification actions to ensure both compliance with standards and the accurate transfer of data from one system to another. This position implements procedures and guidelines established for the work unit and assists with the development and implementation of the work unit’s goals and objectives consistent with statutory authority and supporting the Department’s mission and goals. This position must be proficient in Word, Excel, and Google applications, including drive, docs, sheets and forms. This position is responsible for supporting the electronic application for licensure and survey, as well as responding to frequently asked questions from providers. The information and situations presented in this role can be complex. This position troubleshoots and reports to the work unit supervisor and program manager problems with the processing of transactions related to healthcare providers for licensure and certification surveys. This position tests system changes, explain system functionality, rules, and procedures to others. This position works directly with the work lead(s), supervisor, survey programs, and management to accomplish all required duties.

MINIMUM QUALIFICATIONS:
EXPERIENCE:
Three (3) years of experience tracking and processing licensure and certification actions, or similar applications, while ensuring compliance with state and federal regulations.

EXPERIENCE & EDUCATION:
Associates degree or higher education will substitute for the required experience on a year-for-year basis. Examples would be:
- graduation from an accredited institution with an associates degree.
- and one (1) year of experience tracking and processing licensure and certification actions, or similar applications, while ensuring compliance with state and federal regulations.
