Yes County Albany Street Address 44 Holland Ave City Albany State NY Zip Code 12229 Duties Description The Licensed Psychologist position will serve as the Clinical Quality Team Lead for the Bureau Service Allocation, Research, and Review (BSARR), within the Division of Statewide Services. The BSARR is responsible for leading various agency-wide initiatives to improve health equity, service allocation, and service access, functioning as a fundamental resource to meet strategic goals related to transforming our system through innovation and change, and will serve as OPWDD's first utilization review team. The BSARR Licensed Psychologist (Clinical Quality Assurance Team Lead) will report directly to the Bureau Director. This position will implement standard operating procedures which will be the mechanism to promote equity in service access goals that are especially important given service system limitations. BSARR's Clinical Quality Assurance Team will collaborate with other OPWDD bureaus and divisions to inform policy and guidance that supports service authorization and access to services that is clinically appropriate and consistent with the strengths and needs of the individual. This team is intentionally positioned in the Division of Statewide Services to ensure the required integration of subject matter experts in assessment, clinical evaluation, resource allocation, research, and data analysis. The Licensed Psychologist will oversee a team responsible for reviewing, assessing, and making recommendations related to OPWDD supports / services, provide clinical guidance, create protocols and procedures, and monitor trends in the OPWDD service system, currently supporting approximately 130,000 individuals. The Licensed Psychologist will be directly responsible for the following:· Developing and implementing comprehensive clinical guidance, protocols, and standard operating procedures for the BSARR. · Completing research studies using existing data captured in multiple databases and systems, including research design, analysis, and effective reporting of data. Identifying and effectively proposing new research projects to meet the goals of the division and agency. · Overseeing and managing the full lifecycle of clinical quality assurance activities, including the review of assessments, peer reviews, clinical evaluations, and the development of evidence-based recommendations.· Evaluating the clinical appropriateness of service authorization requests, both aggregately and through individual case reviews. · Conducting in-depth clinical reviews of complex and high-risk cases, collaborating with BSARR's clinical quality assurance team and the Medical Director to finalize determinations from the review process.· Leading continuous improvement activities ensuring clinical quality assurance and that service allocations are clinically and medically justified, person-centered, and aligned with best practices in care delivery throughout the state.· Leading and facilitating review of service authorization as needed to maintain OPWDDs commitment to transparent and objective clinical decision-making.· Conducting comprehensive case reviews of medical, psychiatric, behavioral health records and psychological assessments, functional assessments, and other support documentation to inform evidence-based decisions.· Coordinating, assessing, and prioritizing service allocation review requests, and ensuring efficient routing to the appropriate team(s).· Accurately documenting clinical reviews, recommendations, and determinations in collaboration with the Medical Director's office, maintaining compliance with all bureau, agency, regulatory, and legal standards and timelines.· Analyzing and interpreting service utilization trends and clinical data to inform and enhance policies, training, and continuous improvement efforts in the service authorization process.· Consulting with OPWDD regional staff and/or other subject matter experts as needed. · Providing supervision, guidance, and oversight to subordinate staff; intervening and resolving problems as necessary, including training new staff and identifying changing training needs of bureau staff.· Maintaining confidentiality of personal health information and obtaining releases if needed.· Assisting with developing and/or presenting trainings to other bureaus or divisions, as assigned.· Performing other duties as assigned by the Division of Statewide Services. Telecommuting policy will be discussed at interview.PREFERRED QUALIFICATIONS:· Specific training, experience, and expertise diagnosing, treating, or supporting people with developmental disabilities and their support systems is preferred. Additional expertise related to complex needs, frequently comorbid conditions including physical disabilities, medical, and intensive behavioral support needs is also preferred.· Strong abilities to work across agency teams and divisions, as well as interfacing with external agencies, partners, families, and advocates, including developing working relationships with professionals and subject experts from other fields is also preferred.· Experience with interpreting and leveraging results from comprehensive functional needs assessments like the Coordinated Assessment System (CAS) or the Child and Adolescent Needs and Strengths (CANS) tool, and familiarity with how this type of tool can inform person-centered planning and individualized service authorization recommendations.· Familiarity with psychological assessments used to diagnose and evaluate for the presence of developmental disabilities, including intellectual assessment, adaptive functioning, and specialty autism assessment tools is preferred.· Familiarity with Home and Community-Based Services (HCBS) Medicaid Waiver services, including eligibility, person-centered service planning, and service authorization processes specific to people with developmental disabilities.· Familiarity with state and federal regulations governing behavioral health and developmental disability services, particularly within Medicaid-funded programs and the OPWDD service system.· Strong communication, writing, interpersonal, and presentation skills to convey clinical findings, justification for recommendations, and policy guidance to internal teams, external stakeholders, and multidisciplinary audiences.· Experience providing clinical supervision, mentoring, or training, especially in areas related to quality assurance and utilization review.· Knowledge of the operations of OPWDD Article 16 Clinics, which primarily serve people with intellectual/developmental disabilities (I/DD) and their support systems. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.• Posted Hiring Salary includes the sum of statutory hiring rate for PS&T Grade 25 ($96,336), Increased hiring rate ($25,077), and Geographic Pay Differential ($20,000).
