Job Description:

This position requires office presence of a minimum of 2 days per week and is only located in the location(s) posted.

The Contracts Manager will serve as the primary interface to the Contracting Office (CO) of federal government agencies for all negotiations, clarifications, and modifications related to the FirstNet federal contract. This role is responsible for the full lifecycle management of complex federal customer contracts and proposals, ensuring compliance with company policies, customer specifications, and applicable federal regulations. The Contracts Manager will collaborate internally across Programs, Finance, Product, Legal, Security, and other stakeholders to ensure contractual language is understood, negotiated items are managed appropriately, and approvals are obtained prior to submitting offers or signing contracts.

Key Responsibilities:

Serve as the main point of contact for internal and external stakeholders regarding contract matters, providing guidance and resolving issues as they arise.Create, develop, draft, manage, modify, and administer federal customer contracts/proposals of complex scope for the FirstNet contract.Review and approve contractual documents to ensure adherence to company policy, satisfaction of federal customer specifications, and protection of the company’s contractual posture.Negotiate federal customer contracts and contract modifications, including follow-on quotations, revisions, specifications, terms, and conditions.Provide resolution to a diverse range of complex contractual issues, including interpretation and analysis of federal contract documents.Review and evaluate requests for changes or revisions to contracts that involve technical specifications, cost, or schedule impact.Coordinate approval of terms as required with Legal and other business entities.Ensure proper execution of contract requirements, including preparation of statements of work, authorization for work, and completion of contracted work.Track key contract milestones, deliverables, and deadlines, and provide regular status updates to management.Advise management of contractual rights and obligations and provide interpretation of terms and conditions.Identify, assess, and mitigate contractual and business risks, collaborating with Legal, Finance, and operational teams as needed.Participate in or coordinate the preparation and review of bid packages, including work specifications, schedule commitments, cost objectives, and contract terms and conditions.Review and coordinate federal customer Requests for Proposals (RFPs) for contract terms requiring review and approval by Legal and other business entities.Develop and implement best practices and process improvements for contract management and compliance.Contribute to the development of organization goals and objectives.Use judgment within defined practices and procedures to determine and develop approaches to solutions.

Required Qualifications:

Bachelor’s degree or higher.Minimum of 3–5 years’ experience in federal government contracting and acquisitions.Experience in contract management with federal government agencies.Experience in the federal government proposal process and working knowledge of the Federal Acquisition Regulations (FAR).Experience with IDIQ contracts.Working knowledge of the government telecommunications industry is a plus.Experience in preparing professional and concise communications to external federal customers.

Desired Qualifications:

Prior experience with telecommunications services is a plus.Prior knowledge of researching federal procurement laws.
