**Job Overview**
**Position Summary**
Please note: This position is funded through a federal grant. The grant supporting this position has been awarded to the City for an extended period and has historically been renewed; however, employment in this role is contingent upon the availability and continuation of federal grant funding.
The Lead Paint/Healthy Homes Inspector performs field inspections for the City’s Lead and Healthy Homes Program; inspects property to ensure compliance with contract agreements and government regulations; provides oversight and guidance to local contractors in lead-safe hazard reduction techniques and practices in support of the City’s housing improvement programs; utilizes Microsoft Office applications and other platforms to prepare reports and related documentation; and performs other duties as assigned.

**DISTINGUISHING FEATURES OF THE CLASS:** Work in this class involves responsibility for identifying lead hazards and healthy homes deficiencies, creating work specifications for their remediation, and monitoring workmanship and compliance with contractors; and utilizing assessment tools, issuing reports and enforcing related codes and regulations. Some of the work is routine but does require the exercise of discretion and judgment. Work is performed under general supervision and assignments are received from the supervisor either orally or in writing. Work is reviewed through written and oral reports and field visits by the supervisor.
**Job Duties**
+ Conduct lead hazard inspections/environmental risk assessments and comprehensive healthy homes assessments.
+ Prepare bid specifications, cost estimates, reports, and documentation.
+ Perform follow-up inspections of housing units.
+ Present hazard reduction information to local contractors, workers, landlords and homeowners.
+ Inspect units to ensure specifications are met, including conducting dust wipe clearance.
+ Communicate with, and make appropriate referrals to, other local programs and departments.
+ Coordinate enforcement of codes, laws or regulations.
+ Respond to questions and service requests.
+ Participate in the City’s intercultural competency training program.
**KNOWLEDGE, SKILLS AND ABILITIES:**
+ **Customer and Personal Service** - Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
+ **Building and Construction** - Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures.
+ **Law and Government** - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rules.
+ **Clerical** - Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
+ **Computers and Electronics** - Knowledge of processors, electronic equipment, and computer hardware and software, including applications and programming; specifically, high level proficiency in Microsoft Office applications.
+ **Design** - Knowledge of design techniques, tools and principles involved in production of precision technical plans, blueprints, drawings, and models.

**Qualifications**
**MINIMUM QUALIFICATIONS:**
+ Associates degree or major coursework in environmental and/or health sciences, business, construction or related field;
+ Or any equivalent combination of experience and education.
+ Possession of, or ability to obtain and maintain a valid state driver’s license by the time of appointment.
+ Possession of, or ability to obtain and maintain a Lead Inspector Risk Assessor certification through the State of Iowa within 1 (one) year of appointment.
**PREFERRED QUALIFICATIONS:**
+ Bachelor’s degree in environmental or health sciences, business, construction or a related field.
+ Training and/or experience in housing construction, housing code enforcement and housing-related health and sanitation code enforcement.
**Supplemental Information**
**RESIDENCY REQUIREMENT:** Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
