Lead Engineer - Test Cell Operations Specialist
Job Description SummarySupport the Development Engine Test Operations (DET) sub-section, with material procurement, facilities coordination, and logistics (shipping, receiving, storage, hardware tracking, and other related tasks). Be responsible for the Government owned property as the Property Representative for DET. In addition, develop and maintain detailed storage inventory records, including government property, and calibrated equipment.

Roles & Responsibilities: Lead Engineer - Cell 32 Test Operations Specialist C

Procurement

Facilitate procurement of materials and supplies for personnel in the assigned subsection (DETO), and coordinate with applicable sourcing assets (SSS, Wolseley, Source 1, etc).Provide status of in progress procurements when required

Shipping

Creating shipping documentsGetting material banded (if necessary)Contacting truckersCoordination with Evendale dockTracking of hardware in the shipping process

                    

Receiving

Watching for skids deliveredContacting item owners upon receipt of equipmentCoordinate trucker movesContacting engineers on reqWorking with area personnel on correct storage areasHelping keep receiving area safe/cleanTracking of hardware

Inventory

Establish/maintain inventory systems used in each sub-section for parts identification/location/tracking (Government Property aspects see below).Work RFID implementation in each area as applicable.Maintain detailed records/systems for compliance. Responsible for quality/audits in assigned areas.Coordinate, track and facilitate maintenance, repair and test enabling hardware (TEH) and facility equipment as needed to support operations.

Government Property

Gov’t Property Rep for DETShip/Receive Government propertyResponsible for working with section personnel and Test Facility Engineering groups for Government propertyVisually inspect items/shipping containers for transportation damage. Report any discrepancies to appropriate management and/or receiving dock management as appropriate.Conduct a physical inventory of the property as requiredEnsure any shipping/receiving documentation matches the physical inventory count, nomenclature, and part or ID number.Check items for per chapter 4-Identification of the Government Property manualproper markingsensure items are marked with an indication of Government ownership (I.e. USG, USAF, USN, USA, etc.)If items are Special Tooling or Special Test Equipment, ensure they are marked with a serial number or equivalent (i.e. unique barcode, tool & gauge number, etc.).Enter information, as required by asset type, into the applicable Property Records database or record system.Notify the requestor of the availability of the property item.If a partial shipment of property occurs, contact Government Property Management and the requestor for advice and counsel, on a case-by-case basis.Upon receipt of Government Property that is misdirected to GE or cannot be associated with any known request or requisition, notify Government Property Management for resolution.For visible damage to Government Property when received directly from a Government source, submit a filled-out Report of Discrepancy (form SF364) and submit to Government Property Management.

Calibrated Equipment

Maintain records for calibrated equipment used in test cellsTrack equipment by location and status, via inventory tracking system and IRRSWork with test ops team to pull equipment due for calibrationTransport, or coordinate transport, equipment to/from calibration lab (Tektronix)Maintain proper storage of calibrated equipment

Facilities Management

Work with DET cell owners and team leader to aid in facility projects requiring hardware procurement, asset tracking, maintenance and repair.Submit work orders with applicable GE facilities organization for needed facility repairs, upgrades, and maintenanceFor EHS concern-related work orders, ensure the EHS concern number is associated with the work order to prioritize the workTrack the status of work orders in process

Test Hardware Prep / Deprep

Coordinate with DET cell owners and team leader to gather Test Enabling Hardware needed to support engine testing – during preparation and de-prep phases.Ensure calibration and inspections are current of TEH to be used on testMaintain location status in tracking databaseReport equipment issues with appropriate support teams (TFE, Eval, etc.)Upon test completion, perform necessary inspections / maintenance on TEH prior storage

Required Qualifications

Bachelor's degree in engineering from an accredited college or universityMinimum of 3–5 years of experience in a testing environment.Legal authorization to work in the U.S. is required.  We will not sponsor individuals for employment visas, now or in the future, for this job opening.
