We’ve got what you’re looking for. **Job Description:** Parsons is looking for an amazingly talented **Lead Cost Manager** to join our team on a major client delivery programme in Abu Dhabi. In this pivotal role, you will lead all cost management activities across major engineering and construction projects, directly contributing to the transformation and enhancement of Abu Dhabi’s infrastructure portfolio. The Lead Cost Manager will be responsible for the day-to-day management of all commercial aspects of assigned component projects within the programme. This includes planning and controlling project budgets, monitoring and tracking actual costs versus budgets, and reporting commercial matters to the Programme lead and client as required. Commercial management and client interface experience is essential, with a strong track record of delivering large highway and utility infrastructure projects. This will be a fantastic opportunity for an accomplished professional to advance their career working on a major infrastructure delivery programme in Abu Dhabi. **What You'll Be Doing:** + Oversee and manage all commercial aspects of component projects, ensuring alignment with the Client’s cost management framework. + Plan, estimate, budget, finance, fund, manage, and control costs throughout the project lifecycle. + Monitor and track actual costs versus budgets, and report on commercial matters to the PMC/project lead and client, as required. + Review budgets, pre-tender estimates (PTEs), and final accounts. + Validate contractor claims, variation order (VO) submissions, and cost reports. + Ensure adherence to the client’s cost management framework and compliance with relevant standards and regulations. + Coordinate with PMC, consultants, and finance teams to ensure integrated cost management and reporting. + Support the development and maintenance of delivery roadmaps and asset-specific strategies. + Advise on delivery models, procurement strategies, and contract support. + Prepare and present commercial summary reports for approval, ensuring alignment with technical outcomes and award strategy. + Facilitate post-project review workshops and prepare summary reports including best practices and improvement areas. + Mentor and provide leadership to cost management teams, ensuring quality control and continuous improvement. **What Required Skills You'll Bring:** + Minimum 15+ years in cost consultancy or client-side roles, with significant experience in the UAE/GCC region preferred. + Bachelor’s degree in quantity surveying or related field. + Demonstrated experience in managing cost planning, estimation, and financial control for large-scale infrastructure or public sector projects. + Strong understanding of UAE standards, regulations, and delivery environments. + Proven ability to coordinate with multidisciplinary teams and stakeholders. Comprehensive, end-to-end project knowledge across all phases (planning, procurement, delivery, reporting, and close-out). + Excellent leadership, communication, and analytical skills. What Desired Skills You'll Bring: + Qualified and chartered by a recognised international body such as Royal Institution of Chartered Surveyors (RICS) or similar will be an added advantage. + Ability to perform complex commercial management activities typical to the engineering and construction industry. + Experience with FIDIC contracts. + Experience working as a consultant providing internal and external advice to client and ability to work autonomously. + Strong focus on continuous improvement, innovation, and knowledge transfer. + Working knowledge of software typically associated with quantity surveying and project controls, such as Cost OS, Cost X, Electronic Document Management Systems etc. Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.
