ICF is seeking a Lead Business Analyst who is Artificial Intelligence (AI) and customer focused with a passion to help government agencies modernize technology and processes.
The ideal candidate will lead, advise, and manage ICF client requirements, translating them into documentation and conceptual design for product owners, technical architects, and developers on an IT modernization and O&M project. You are responsible for bridging the gap between technical and non-technical project staff by eliciting, analyzing, documenting, and communicating concise requirements for implementation based on business needs. You will clarify scope, leverage your knowledge of business processes and AI technology to determine the necessary analytical approach, and identify overlapping functions and dependencies. You are expected to propose AI integrations to boost efficiency and performance, and have experience delivering IT modernization and AI solutions in an AWS cloud environment.
You are comfortable leading an Agile team employing Scrum development framework. You also have a concrete understanding of cloud-based and AI-based software development terminology, as well as familiarity with concepts such as data warehousing, infrastructure as code (IaC), continuous integration, and continuous delivery (CI/CD). You are known for effective communication in person or via phone/conferencing and can represent the voice of the business.
Job Location: This is a fully remote position; however, the role is tied to the Washington, DC Metro area due to team requirements. Occasional in-person meetings may be required. An in-person interview will be required and candidates must reside within 50 miles of the Washington, DC Metro Area to be considered.

Bachelor’s Degree in a relevant field10+ years of experience as a software business analyst on legacy modernizations, COTS integrations, and/or green field application projects to include:Business process analysis or business process re-engineeringClient facing communicationProcess modelingGap analysis on current state processes5+ years recent experience as a business analyst and cross-functional team member working in an agile development environment (i.e., scrum, kanban, etc.) to include:Leading requirements managementRequirements elicitation and documentationUser story definitionAcceptant criteria determinationData Lake/Warehouse design & functionality5+ years experience with Visio and Jira (or similar Agile project tracking software)Comprehensive understanding of the full software development lifecycle (SDLC), Requirements Management, and Scope Management methodologiesCertified Scrum Master or Certified Scrum Product OwnerMust possess strong analytical, organizational and product management skillsUS Citizenship required due to federal contract requirementsMust be able to obtain and maintain Public TrustMUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.What we'd like you to have:

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$98,124.00 - $166,810.00Virginia Remote Office (VA99)
