The Idaho Department of Lands (IDL) is seeking a full time Lands Section Manager – Fire Aviation position . This position will be located at our Co eu r d’Alene Staff Office , with potential alternate location statewide.

Responsibilities:
+ Maintains statewide oversight and responsibility of IDL's Aviation program including operations, contracts, policies, procedures, guides, and protocols, and management of aviation program expectations and personnel performance. This includes the direct supervision of IDL's current Aviation Program Manager position.
+ Manages IDL's Aviation Safety Management System (SMS). This includes the development, maintenance, and implementation of aviation safety plans, policies, guides, and communication procedures.
+ Oversees the development and maintenance of an IDL Aviation Operating Plan consistent with the Federal Aviation Administration (FAA)/Federal Aviation Regulations (FAR), National Wildfire Coordinating Group (NWCG) requirements, and in consideration of National Transportation Safety Board (NTSB) interests/recommendations.
+ Oversees strategic planning and placement of IDL aviation resources including procurement and contracting oversight of asset types and appropriate locations to ensure efficient and effective response times and capabilities to all IDL Forest Protective Districts.
+ Serves as the primary point of contact for USFS Regional Aviation Officers (Regions I and IV), BLM State Aviation Officer, and State Aviation Officers regarding interagency aviation coordination.
+ Maintains the Interagency Operations Guide for SEATs and Amphibious Water Scoopers with BLM and USFS Regions I and IV, in alignment with the Supplemental Project Agreements/Local operating plans. This includes interagency coordination of aviation operations and staffing at the operational USFS/BLM tanker base levels.
+ Serves as the primary authority for state Safecom management through the Interagency Safecom , aviation safety reporting system including review and public release of state associated Safecoms . Distributes applicable Safecoms to IDL aviation personnel for rapid lessons learned.
+ Serves as the IDL lead and agency representative on all state associated aircraft related incidents/accidents including necessary involvement in accidents/incidents that take place within IDL's protection responsibility.
+ Maintains the Aviation Program budget including current and proposed expenditures, and proposals including aviation related infrastructure, assets, and financial/cooperative agreements.
+ Oversees Aviation Risk Management objectives including coordination with IDL Risk Management personnel and the State Office of Risk Management as applicable regarding aviation insurance requirements and needs.
Minimum Qualifications
Experience with management practices; budget development and monitoring; researching, writing and implementing policies and procedures; compiling, organizing and analyzing technical or programmatic information, defining alternatives and preparing recommendations for senior management, administrators, or governing boards.
Desired Qualifications
Red Card Qualification of Air Operations Branch Director (AOBD), Air Support Group Supervisor (ASGS) or Air Tactical Group Supervisor (ATGS).
Expertise in the field of FAA/FARs, Public Use Operations, and NWGC aviation standards.
Advanced knowledge of aviation contracting and administration including procurement processes for rotor-wing and fixed-wing aviation assets.
Experience working in support of aviation firefighting efforts including but not limited to coordination between local, state, tribal, and federal agencies.
Expertise in the field of SMS administration, risk management, or similar programs.
