Job DescriptionAECOM is currently seeking a skilled Labor Compliance Technician II to support San Diego International Airport.
The Labor Compliance program supports the Authority’s Capital Improvement, Major Maintenance Program and
ADP programs. This role involves monitoring construction activities, investigating labor practices, and managing documentation related to prevailing wages, apprenticeship programs, and labor agreements. Collaborate across teams to enforce federal, state, and local requirements and contribute to the successful delivery of high-impact public projects.
Reviews and evaluates weekly-certified payroll records against applicable wage determinations for classifications and crafts and for proper use of apprentices; ensures accuracy of reports, resolves discrepancies with contractors and subcontractors, and ensures corrective actions are completed.
Evaluates, monitors, and takes appropriate action on labor compliance matters to ensure contractors/subcontractors are paying correct prevailing wages, benefits, and are participating in applicable apprenticeship programs for state and locally-funded projects; monitors federally-funded projects to ensure compliance with the Davis Bacon Act, State Labor Codes, and California Public Contract applicable codes; responds to prevailing wage questions/concerns from contractors and employees, and follows up on all reported wage issues to determine appropriate course of action.
Conducts construction site visits to monitor work and interview workers regarding salaries and classifications; reviews and documents work being performed, determines appropriate trades and crafts; compares the trades and crafts observed against the submitted certified payroll; may conduct further fact-finding sessions with contractor, project management team, and/or others to resolve any discrepancies; maintains detailed records and forms of site visits and fact-finding details.
Coordinates set-ups and interface activities on specialized labor compliance software application; trains staff, consultants, and contractors/subcontractors on software application and operation, prepares training materials and handouts; coordinates and conducts training presentations and/or one-on-one training.; may provide recommendation for enhancements or upgrades for Labor Compliance Program or compliance software.
Prepares and presents labor compliance program information at public works pre-bid meetings and pre-construction conferences; addresses issues and questions that arise as a result of contractors/subcontractors participating in the public works process.
Conducts investigations on alleged violations reported by certified payrolls, site visits, confidential work contact, and/or other notification methods; determines appropriate course of action, holds fact-finding sessions, interviews applicable individuals/companies, communicates with necessary State and/or Federal agencies; recommends appropriate correction measures which may include the determination to assess penalties and/or debarment of contractor.
Attends construction progress meetings; establishes and maintains rapport with contractors, sub-contractors and project sponsors to facilitate program consistency and integrity and to ensure compliance requirements.
Remains current with any changes in the prevailing wage or state precedent wage decisions to support project compliance.
QualificationsMinimum requirements:
High School Diploma + 6 years of experience, or demonstrated equivalency of experience and/or educationA valid Class C driver’s license and the ability to maintain eligibility under the Airport Authority’s Authorized Drivers ProgramSuccessful clearance of TSA background check and drug/alcohol screening is a prerequisite working at the airportNight and weekend work may be requiredPreferred Requirements:
Two years of increasingly responsible administrative and/or accounting experience, including one year of technical experience in investigating, monitoring, and preparing reports pertaining to contract compliance, procurement practices, or prevailing wage requirements; or an equivalent combination of training and experience preferred.Schedule flexibility to accommodate various project schedules.Fluency in oral and written Spanish is desirable.Knowledge of:
Federal and state laws, regulations, and guidelines pertinent to labor compliance and apprenticeship program requirements in public works.Employment practices in the construction industry.Research and investigative procedures.Public works contract principles, processes, systems, and techniques.Construction site safety requirements.Ability to:
Conduct thorough investigations, identify, and evaluate problems, analyze facts, and present recommendations in written and oral forms.Interpret and apply complex rules, regulations, laws and ordinances; exercise sound independent judgment within general policy guidelines.Identify, interpret, and correct discrepancies in construction records, and related documents.
