Consultant with Lab specialization to investigate the feasibility, cost and impact of implementing an enterprise wide Lab Information System (LIS) for DBHDS’ Mental Health facilities.
Objective: The Virginia Department of Behavioral Health and Developmental Services (DBHDS) would like to investigate the feasibility, cost and impact of implementing an enterprise wide Lab Information System (LIS) for DBHDS’ Mental Health facilities.
Background:DBHDS’ Mental Health facilities have historically operated as separate entities, using disparate processes to provide patient care. Patient lab orders and results are no exception as DBHDS does not currently utilize an enterprise LIS. Some DBHDS facilities use a siloed or standalone LIS without standardization from one facility to the next. Other DBHDS facilities utilize LabCorp as a reference lab and maintain results manually in the OneMind EHR or on paper.
DBHDS has undergone several efforts to standardize patient care across their Mental Health facilities. The implementation of an enterprise LIS standardized across all DBHDS Mental Health facilities would be the latest in a series of projects to standardize patient care at DBHDS.
Desired Contractor Qualifications:• Working knowledge of the acquisition, implementation, and operational support of enterprise-wide, multi-entity Lab Information Systems• Working knowledge of VITA software procurement, security, and licensing processes• Working knowledge of VITA project management processes and requirements
Required Deliverables for Lab Information System Analysis Engagement:• Current State vs. Desired Future State Analysis to include: o Process Map or Flow of Current Stateo System Diagram of Desired Future Stateo Results of stakeholder interviews with facility representativeso Risk assessment of maintaining current state and risks introduced as a result of implementing an LISo Desired Future State must meet all VITA software security requirementso Feasibility of data sharing (HIE) with other state agencies (i.e. VCU, VDH)• Cost/Schedule Estimate to include:o Implementation and ongoing operational costs for support and licensing feeso Cost-Benefit Analysis for the implementation of an LISo Analysis of multiple options for schedules and software packages for implementationo Include contingencies in cost and schedule to account for dependencies with third partieso Vendor staff needed for ongoing operational support• Scope Document for the implementation of an LIS to include:o Minimum staff needed for implementation and ongoing operations, including work effort (i.e. percentage of FTE time for each individual)o Definition of all required integration points (i.e. Avatar, OneMind, LabCorp, etc.)
