Position Overview
The HSSE Lead – Japan is a key member of the Global HSSEQ team, providing strategic and operational support to JLL’s Work Dynamics and Property Management operations across Japan. This role serves as the central point of expertise for Health, Safety, Security, and Environmental (HSSE) matters in the country and acts as a hub for coordination with regional (APAC) and global HSSEQ functions, as well as local Quality and Security initiatives.
As the Japan HSSE Lead, you will collaborate across geographies and functions to ensure full regulatory compliance, drive continuous improvement, and embed a proactive, risk-based safety culture across all managed sites—including offices, data centers, and other facilities. You will lead the local HSSE agenda, mentor site teams, analyze performance data, and implement targeted prevention strategies that protect people, assets, and JLL’s reputation.
This role requires strong technical knowledge, influencing skills, and the ability to deliver results through others—often without direct authority—while maintaining a relentless focus on employee advocacy and incident prevention.
Key Responsibilities
Lead the implementation of HSSE programs, tools, and systems (e.g., chemical safety, fire protection, emergency response) to ensure compliance with Japanese regulations and JLL global standards.
Provide expert technical and regulatory guidance to support continuous improvement in HSSEQ processes, including follow-up actions from incidents, audits, inspections, and management reviews.
Contribute to the development and execution of the annual HSSEQ operating plan; evaluate site performance against strategic goals and recommend course corrections.
Conduct regular site visits to perform audits, deliver training, assess compliance, and verify the effectiveness of control measures.
Partner closely with Country Operations Leaders, Account Managers, APAC HSSEQ Team, and Global Leadership to proactively identify and mitigate HSSE risks.
Deliver clear, data-driven reports and trend analyses to senior leadership to inform decision-making and strategic priorities.
Perform comprehensive risk assessments and support the implementation of engineering, administrative, and behavioral controls; validate their ongoing effectiveness.
Identify unsafe conditions or practices and recommend timely, compliant corrective actions.
Help define and track leading and lagging HSSE KPIs that reflect cultural maturity, operational excellence, and performance improvement.
Represent JLL in client tenders, account transition and stakeholder engagements by articulating our safety vision, strategy, and value proposition.
Analyze HSSE performance data to identify systemic gaps and co-develop actionable, sustainable prevention plans.
Mentor leaders and frontline teams at all levels to build internal capability and foster a “safety-first” mindset aligned with business objectives.
Lead root cause analyses (using methodologies such as 5-Why or Fishbone) to address underlying management system weaknesses and prevent recurrence.
Manage multiple priorities under tight deadlines with minimal supervision.
Travel frequently (50–75%) across Japan to support sites and ensure HSSEQ program delivery.
Qualifications & Requirements
Minimum of 5 years of experience in Health, Safety, and Environmental compliance and management systems, preferably within facility management, real estate services, or related sectors (e.g., warehousing, laboratories, maintenance, or light industrial operations).
At least 3 years of experience in risk assessment or facility-related EHS roles.
Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field—or equivalent practical experience.
Strong working knowledge of Japanese HSSE regulations applicable to commercial and industrial facilities; willingness to deepen regulatory expertise as needed.
Demonstrated ability to apply data-driven insights and digital tools to enhance EHS performance.
Excellent communication, presentation, and interpersonal skills—with proven ability to train, influence, and gain buy-in across all organizational levels.
Professional maturity, integrity, and a track record as a change agent who drives cultural transformation.
Self-motivated with the ability to work independently and deliver results through collaboration and influence (no direct reports).
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and common workplace productivity tools.

Fluency in Japanese and English (written and spoken) is required.
