ITC Program Manager

Responsibilities: 

Program Management & Governance 

Lead and continuously enhance Baker Hughes’ global trade compliance program in alignment with company standards, U.S. and international export control regulations (including EAR, ITAR, OFAC, and BIS), and applicable local laws. 

Develop, implement, and maintain global procedures and internal controls related to trade compliance activities, ensuring consistent execution across regions. 

Establish performance metrics and reporting dashboards to monitor program effectiveness and risk exposure. 

Support periodic compliance reviews, risk assessments, and management reporting to the Global Compliance & Legal leadership. 

Collaborate with digital and data governance teams to strengthen system-based compliance monitoring and reporting. 

Denied Party Screening (DPS) Oversight 

Coordinate enterprise-wide denied/restricted party screening program, ensuring timely screening of customers, suppliers, partners, and transactions in accordance with Baker Hughes policy and applicable law. 

Maintain and enhance partner screening programs and systems including workflows, escalation matrices, and documentation protocols. 

Provide day-to-day guidance to business teams on handling potential matches, licensing requirements, and release procedures. 

Coordinate periodic reviews to validate data accuracy and screening effectiveness. 

Liaise with IT and Digital Technology teams to ensure automation, system integrity, and data governance. 

Training, Awareness & Communication 

Design and implement comprehensive trade compliance training and awareness programs across global functions. 

Deliver targeted in-person and virtual sessions for high-risk roles such as logistics, sales, procurement, and operations. 

Partner with Corporate Communications to launch periodic campaigns and awareness initiatives aligned with Baker Hughes’ Integrity Forward culture. 

Track completion metrics and continuously enhance training content to reflect evolving regulatory expectations and business operations. 

Collaboration 

Work with Trade Compliance & Business Personnel to map and develop Trade compliance processes and procedures. 

Participate in industry working groups to stay current on global trade developments and emerging enforcement trends. 

Coordinate and harmonize processes and standards between segments, business lines, and functions. 

Continuous Improvement & Risk Mitigation 

Drive process improvement initiatives leveraging automation, data analytics, and best practices. 

Benchmark the program against industry standards and recommend enhancements to maintain best-in-class compliance. 

Support the integration of trade compliance controls within the Enterprise Policy Hub and other cross-functional compliance frameworks. 

Contribute to the broader Compliance & Integrity organization’s mission to foster trust, transparency, and accountability. 

Previous Experience and Competencies: 

Education: ​ Bachelor’s degree in International Business, Law, Supply Chain, or related discipline; Master’s or JD preferred. 

Experience:​ Minimum of 7–10 years of progressive experience in global trade compliance, preferably within a multinational industrial, energy, or manufacturing company. 

In-depth knowledge of U.S. export control and sanctions regulations (EAR, ITAR, OFAC) and experience managing global screening programs. 

Working knowledge of international sanctions and trade regulation, including EU, UK, and China regulation. 

Strong working knowledge of SAP GTS or equivalent global trade management system. 

Proven ability to develop training, manage cross-functional initiatives, and influence across a global matrixed organization. 

Exceptional analytical, communication, and project management skills. 

High level of integrity, sound judgment, and ability to navigate complex compliance issues.
