The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Network Communication Services Section. Req. 211492
The OTS/Network Communication Services (NCS) group is requesting approval to fill a recently vacated IT Statewide Engineer 3 position that supports ongoing operation of the complex multi-agency local, metropolitan, and wide area networks under OTS's responsibility. This position is one of a team that supports all consolidated agency networks at 1200+ users’ sites statewide, providing the infrastructure that enables all other IT services. This group has full architectural and operational responsibility - and engages vendors and other OTS sections as well - for the installation, troubleshooting, and ongoing support of all network equipment and services at these agency locations, and shares oversight and partial operational responsibility for data centers and backbone points of presence. A sufficient number of technicians with adequate knowledge and skills is required to efficiently handle all trouble reports, new service requests, and projects that arise.
This position, working closely with NCS staff in Baton Rouge, will be responsible for planning and implementing new network initiatives and for maintaining existing network infrastructure in the Southeast portionof the State. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
The Network Engineer serves as a technical lead in the installation, modernization, and support of statewide network infrastructure for the Office of Technology Services. Responsibilities include planning and implementing Layer 2 designs for agency sites, backbone links, and data centers; conducting infrastructure assessments and user needs analysis; and leading complex site conversion projects. The engineer performs advanced maintenance tasks such as major version upgrades and endpoint migrations, and ensures system reliability through expert troubleshooting of interoperability issues and degraded performance across Layers 1–3. This role provides Tier 3 support for infrastructure incidents and may assist with Tier 2 support or mentor lower-level staff. Primary duties include configuring network equipment such as routers, switches, and wireless access points in environments ranging from small offices to large campuses, and generating usage and billing reports as needed. The position requires a strong understanding of enterprise network technologies, topologies, and hardware to ensure the consistent and secure operation of critical communications systems across Louisiana.
Position-Specific Details:
Appointment Type: This vacancy will be filled by promotion of a current permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
This position is for a highly skilled network engineer with expertise in enterprise-grade telecommunications infrastructure and equipment. Candidates must have proficiency in command-line interfaces (CLI), subnetting, and a thorough understanding of networking protocols. The role requires regular physical activity, including the use of ladders and routine same-day travel across the state. Industry-recognized certifications or formal technical training are strongly preferred.
