The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-318. This position is located in the Operations Section . Req. 212162
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is responsible for leading and administering several units within the Office of Technology Services (OTS) by directing and managing the operational related functional areas of the (OTS) Office of Operations. The incumbent of this position manages the following functions within OTS Office of Operations:
• Vendor Management
• RFP and Contracts
• Fleet and Inventory
This incumbent will also be responsible for developing and maintaining policy and procedures related to the area of responsibility. The incumbent also provides operational goal-oriented leadership for the enhancement of agency-wide infrastructure services and provides plans detailing budgetary and equipment needs.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor’s degree plus five years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master’s degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
The incumbent directs a section of the Office of Technology Services, consisting of multiple defined organizational units: includes responsibility for personnel management, section operations, and budgets by providing management and specific direction for the Office of Operations Vendor and Provider Management; supervises the work of subordinates; oversees and directs the management of enterprise-level projects in the areas of enterprise procurement. Ensures efficiency in operational performance of subordinate staff by monitoring work assignments, mitigating areas of concern, and providing recommendations to higher-level OTS personnel to improve the section’s performance. In this capacity the incumbent manages the Vendor/Provider Management Unit, which consists of the procurement, vendor management, , fleet and inventory by supervising subordinate employees and their personnel in orientation, training, education, and all areas of production. Plans and projects personnel, budgetary, equipment and space needs; compiles plans and costs into a recommendation for management review and consideration. Provides clear and concise workforce development strategies aligned with OTS goals by facilitating a collaborative work environment conducive to mentoring, learning, and team-work; actively advances the diversification of skills through cross-training; and encourages participation in formal training events.
Approves and recommends expenditures and assists in monitoring the IT budget. Confers with the division administrator and executive management to establish section priorities for the provision of consulting and technical services to customer agencies including the plans for selecting, purchasing, implementing, or delivering information technology resources and services. Supports procurement strategies for section technologies and services. Assists the CAO and CFO by creating reports and correspondence, Signs payrolls, and other legal documents. Plans and projects personnel, budgetary, software, and equipment needs. Implements and monitors policies and procedures for all operational functions, establishes standards for quality assurance, screens user requests for services in terms of cost time, and feasibility.
