**Job Summary** **:**
PacSci EMC is seeking an experienced IT Program Manager in Chander, AZ OR Hollister, CA (onsite) to steward strategic delivery of our IT transformation and continuous improvement initiatives. Areas of responsibility include project management, initiative design, execution, and facilitation of change management. The ideal candidate has a bias for action, is customer obsessed, and has a proven track record of excellence in executing to high expectations. This role requires advanced interpersonal skills, high technical aptitude, and a proactive approach to stakeholder management. A successful leader will possess experience in project management, continuous improvement, and delivering in a fast-paced transformation environment.
**Responsibilities and Qualifications:**
+ Lead and coordinate cross-functional teams to deliver complex technology solutions on time and within budget.
+ Develop and maintain detailed project plans, including scope, timelines, resources, risks, and communication strategies.
+ Facilitate the successful implementation of systems projects, identifying opportunities for process improvement and optimizations.
+ Champion continuous improvement and change management utilizing best practices in project management and lean methodologies to enhance business operations.
+ Conduct regular project reviews and status updates, ensuring transparency and alignment with key stakeholders.
+ Drive multiple technology transformation initiatives simultaneously, effectively managing priorities and resources.
+ Cultivate strong relationships with business units, IT teams, and external vendors to ensure collaborative and cohesive project execution.
+ Craft comprehensive business cases and ROI analyses for technology investments, securing buy-in from executive leadership.
+ Offer outstanding support and guidance to project teams, fostering an environment of continuous learning and development.
+ Ensure compliance with internal and external regulations and governance frameworks.
+ Develop and maintain detailed project schedules using Microsoft Project to track scope, resources, costs, and deliverables.
+ Build and analyze portfolio roadmaps to support executive decision-making and prioritization of initiatives.
+ Hands-on experience with Microsoft Project Professional and Project Online in a program/portfolio management environment.
+ Strong background in resource capacity planning, portfolio analysis, and project financial tracking.
+ Demonstrated ability to create and maintain enterprise templates, workflows, and reporting dashboards in Project Online.
+ Familiarity with Project for the web and integration with Microsoft 365 tools (Teams, Power BI, Power Automate).
**Requirements:**
+ At least years in IT Project Management Experience
+ PMP preferred
+ Demonstrated experience managing large projects on time and to budget.
+ Experience leading M&A or new site programs.
+ Strong work ethic, technical acumen, attention to detail, and people skills.
+ Excellent communication and creative problem-solving skills.

**Bonus or Equity**
This position is also eligible for bonus as part of the total compensation package.
**Pay Range**
The salary range for this position (in local currency) is 100,700.00 - 186,900.00
**Is this role subject to ITAR?**
The essential duties of this position require adherence to U.S. Government export control regulations. Accordingly, candidates must either be U.S. Persons (i.e., U.S. citizens, U.S. lawful permanent residents, or protected individuals as defined by 8 U.S.C. 1324b(a)(3)) or be prepared to collaborate with the company in securing the necessary U.S. government export authorizations.
