IT Business Analyst - Submissions Portal
Job Description A executive agency is looking for an IT Business Analyst to join their team. This role will be primarily remote, but may require occasional onsite in Hartford CT. The project aims to modernize the agency’s Public Health submissions portal by removing outdated UI components, focusing on essential business needs, and migrating to Microsoft Power Apps. It will introduce a reusable UI framework, new components for emerging use cases, and a dedicated database with real-time dashboards. These upgrades will create a more user-friendly, efficient, and data-driven platform aligned with the agency’s long-term digital strategy. As part of this effort, the IT Business Analyst will partner with stakeholders across agency sections to collaboratively develop analyses and documentation, ensuring clear communication with production, managerial, and executive teams. They will need to continuously evaluate, analyze, and communicate systems requirements, maintain systems processes, and deliver monthly status reports. They will be responsible for making sure Internal and external documentation is authored and updated, with formal initiation and delivery of requirements. Daily systems analytics will be conducted to maximize effectiveness and troubleshoot issues. Additionally, the IT Business Analyst will build strong relationships with partners to optimize systems integration and provide well-researched responses and recommendations to managers and executives. Skills and Requirements 5+ years of experience in business requirement analysis, gathering and documentation High proficiency with SQL and database management High proficiency in technical writing, generating process documentation, wire framing and reports Excellent communication skills, with an ability to translate data into actionable insights Strong working knowledge of relevant Microsoft applications, including Visio Experience in healthcare Experience in a public health or another state agency is helpful but not mandatory
