IRC’s programs assist Syrian refugees and vulnerable Lebanese in host communities across multiple sectors: education and early childhood development, livelihoods, health, and protection in close coordination with the Lebanese Government and broader humanitarian and development community. The IRC’s violence prevention and response (VPR) programs have provided support to at risk and vulnerable Syrian and Lebanese communities through the delivery of critical case management, psychosocial support, community-based protection and prevention activities, and legal assistance. With years of protection monitoring programming, the IRC is a trusted resource for up-to-date information and analysis of key protection risks and trends amidst an evolving protection environment. The IRC’s protection teams are relied on for their wealth of technical expertise to deliver specialized GBV, CP and Protection response and prevention capacity building for NGOs, UN agencies, and Lebanese government staff. Job Overview: The Integrated Protection Manager (IPM) will lead the design, implementation, and monitoring of IRC’s Integrated Protection portfolio in Northern Lebanon, with a focus on Protection and Rule of Law (PROL), Child Protection (CP), and Women’s Protection and Empowerment (WPE). This includes direct supervision of multidisciplinary protection teams, that includes case management, legal assistance, community-based protection interventions, and oversight of program implementation across multiple sites. The IPM will be expected to provide technical oversight and guidance to IRC staff and partners to ensure high-quality, client-centered, and rights-based protection services. Major Responsibilities: 1. Program Leadership & Quality: + Shape and oversee integrated protection strategy, workplans, and budgets in line with IRC standards, donor requirements, and global protection principles. + Ensure cohesive implementation of case management, protection monitoring, legal assistance, community-based protection, and emergency response across all field sites. + Champion robust information-management systems, data protection, and evidence-based programming. + Conduct regular field visits, spot-checks, and after-action reviews; address gaps and adapt activities to emerging protection risks and opportunities for durable solutions. 2. Team Management & Capacity Building: + Directly supervise senior officers and lawyers case management, legal, community engagement) and mentor a multidisciplinary team of national staff and partners. + Facilitate structured knowledge transfer and learning exchanges between CP, WPE, and PROL teams, with a strong focus on cross-sector collaboration during the first months of onboarding. Ensure alignment in tools, approaches, and best practices to build a unified protection response and enhance team cohesion. + Develop and deliver tailored coaching, training plans, and performance appraisals to strengthen integrated protection competencies. + Foster a respectful, inclusive, and results-oriented team culture, ensuring staff well-being and adherence to the IRC Way and safeguarding policies. 3. Partnerships & Localization: + Serve as primary focal point for local partner organizations; nurture relationships built on trust, mutual learning, and shared accountability. + Support partner capacity assessments, action plans, and ongoing technical accompaniment to enhance quality and compliance. 4. Project & Grants Management: + Lead project cycle management—from design and procurement planning to monitoring, reporting, and close-out—ensuring timely, compliant spending. + Track progress against targets, analyse M&E data, and prepare high-quality internal and donor reports. + Coordinate closely with Finance, Supply Chain, HR, and IT to resolve operational bottlenecks and enable seamless delivery. 5. Coordination, Representation & Advocacy: + Represent IRC in governorate-level protection, CP, and GBV working groups, and maintain constructive relations with UN agencies, INGOs, authorities, and donors. + Promote integrated, cross-sector referrals within IRC and the wider humanitarian response to provide holistic support to clients. + Contribute to advocacy initiatives that address systemic protection concerns and advance rights-based solutions. Key Working Relationships: + Reports to:Senior Integrated Protection Coordinator. + Direct Reports:Senior Integrated Protection Officer; Senior Case Management Officer and Legal Consultants. + Internal:CP, WPE & PROL technical teams; Program & Sector Managers; Field Office & Support functions. + External:Local partner NGOs, UN agencies, government counterparts, donors. Qualifications Work Experience: + 3-5 years’ experience with an NGO and/or international organization managing protection program activities. Demonstrated Skills and Competencies: + Familiarity of case management and management of community center activities. + Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail. + Familiarity with program design, including budgeting. + Familiarity with M&E system design and implementation. + Proactive, flexible, team spirited and willing to learn. + Excellent computer skills including MS Word, Excel and PowerPoint. + Good interpersonal skills and ability to work as a team, as well as independently. Preferred experience & skills: + Masters degree in social worker, social sciences and law. + 5+ years’ experience with an NGO working in the protection sector, including 2+ years in program management leadership roles. + Proven experience working in and with integrated protection programming and teams. + Strong experience in managing a diverse team, familiarity with humanitarian coordination, architecture, and emergency response. + Demonstrated ability to build partnerships and manage complex stakeholder dynamics. Education: University degree in Social Sciences, social worker and/or Business Management. Language Skills: Excellent drafting and oral communication skills in Arabic and English. Work Location: Akkar, North with a minimum of 30% travel between Akkar and the North. Working Environment: Standard office work environment and IRC assets will include; internet connection, electricity, personal laptop and work phone. 50% travel in the field.
