SUMMARY: This position is assigned to the Training and Exercise (T&E) Section of the Emergency Management Branch, Idaho Office of Emergency Management (IOEM), functioning within the State of Idaho – Military Division. The primary purpose of this position is to manage T&E projects, and coordinate, prepare and maintain essential emergency planning capabilities for IOEM functional programs. Responsibilities include managing projects related to the preparedness and operational capabilities for each of the IOEM mission areas (prevent, protect, respond, recover and mitigate) for the State of Idaho. Coordinates the initiation, planning, execution, monitoring and closing of multiple projects, with a focus on exercise development, conduct and evaluation. Maintains liaison with Federal Emergency Management Agency (FEMA) Region 10, neighboring state emergency management offices, senior management, sponsors, stakeholders and contractors to coordinate actions influencing IOEM projects with federal, state, county, local and tribal stakeholders. MANDATORY REQUIREMENTS: (1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.) (2) Must submit to and successfully pass a state background check, and must be eligible to obtain and maintain a “SECRET” security clearance through the U.S. Department of Homeland Security. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.) (3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods of time. (4) Must agree to attend/accomplish required training and participate in training exercises as identified in federal grant guidance, by the IOEM Training and Exercise Program, and by IOEM Senior Management; must agree to successfully complete online courses as determined by the same. REQUIRED EXPERIENCE: Must have 30-months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience. (1) Skill and ability in drafting project management and planning documents that detail various aspects of complex programs and projects, including the potential for working under timeline compressions. (2) Ability to convey information that is technical in nature in regards to Homeland Security Exercise and Evaluation Program (HSEEP) and National Exercise Design (NED) methodologies, and Idaho Office of Emergency Management (IOEM) Strategic Plans, to make it relevant and understandable to a non-technical audience. (3) Ability to design, facilitate, coordinate, conduct and evaluate exercises that rigorously test the ability to perform missions and functions that prevent, protect against, respond to, recover from, and mitigate all hazards. (4) Ability to provide a consistent method to examine and validate Office of Emergency Management (IOEM) and stakeholder core capabilities relevant to the National Preparedness Goal. (5) Knowledge of, or experience with, the National Incident Management System (NIMS), Incident Command System (ICS), WebEOC, Idaho Emergency Operations Plan (IDEOP), and similar business or military project management systems. (6) Ability to identify and manage project dependencies and milestones to include the identification of goals and objectives, budgetary requirements and project scope. (7) Knowledge of emergency/disaster response mechanisms, laws and policies applicable to federal, state, tribal and local governmental agencies. (8) Knowledge of web-based, collaborative planning tools, such as the Emergency Operations Planning Tool, WebEOC and the IEOM Training Toolkit. (9) Ability to interact effectively with a variety of federal, state, tribal and local government agencies, non-governmental organizations, private-sector business and citizens, and the use of verbal communication and interpersonal skills to create collaborative/cooperative environments. (10) The ability to utilize writing skills to incorporate data fields into the planning process to generate a comprehensive planning document, including electronic transfer and adapting documents into varied electronic formats. Demonstrated working knowledge of the Microsoft Office program suite to generate plans products. (11) Ability to lead trainings and facilitate policy discussions, seminars and workshops, tabletop exercises, modeling and simulation, drills, functional exercises and full-scale exercises.
