About the Role

The Chief Risk & Compliance Officer is responsible for leading the risk and compliance function at iAMCCHINA and overseeing the risk and compliance program under the Governance Framework and Enterprise Risk Management Framework of iAMCCHINA. Chief Risk Officer is also the Chief Compliance Officer, designated local anti-money laundering officer, local data privacy officer and local FATCA Responsible Officer of iAMCCHINA while providing (i) assurance of the effectiveness and efficacy of the pre-trade compliance review & risk analytics and post-trade compliance & risk monitoring and reporting; (ii) appropriate second line support to the first line to design the feasible controls and effective assess mechanism embedded within the local policies、standards and procedures as envisaged under the Governance Framework of iAMCCHINA and ensure the efficiency and efficacy of the controls and assessments conducted; (iii) reasonably designated to enable iAMCCHINA to demonstrate compliance with the applicable local regulatory requirements.

Roles and Responsibilities:

Lead the Compliance Function – Lead a strong compliance function while covering but not limited to the following duties:

Design and develop the compliance framework for the Business and Management activities, ensure the adherence and maintaining ongoing compliance with applicable regulatory requirements applicable to iAMCCHINA.

Be responsible for the iAMCCHINA compliance policies, standards and procedure.

Perform the ongoing gap-analysis and track the changes on the development regulatory requirements.

Provide the pre-trade compliance review; Implement and administer a robust program for the post-trade compliance monitoring for Investment activities and Compliance monitoring for the management activities to ensure that all local monitoring activities are properly identified, documented and performed under a risk-based approach with the results reported in accordance with the relevant local policies, standards and procedures established. .

Administer the internal personal dealing requirements and monitor the personal dealing activities of the local Access Persons and their Associated Persons while demonstrating compliance with the relevant local regulations.

Administer the internal disclosure of interest reporting requirements covering the corresponding compliance review. monitoring, communication and filing activities while demonstrating compliance with the applicable local regulations.

Administer the internal licensing and perform the compliance-relevant regulatory communication and reporting under internal Group requirements while demonstrating compliance with the applicable local regulations.

Implement controls reasonably designed to demonstrate compliance with the Group’s Code of Conduct.

Act as the local anti-money laundering officer, local data privacy officer and local FATCA Responsible Officer and ensure such Role & Responsibilities are clearly described in the corresponding local policies and procedures with appropriate controls embedded therein pursuant to the applicable regulations requirements and internal Group-wide requirements. 

Offer regulatory compliance advice to the first line so as to support the first line to make informed decisions and to anticipate, assess, control and mitigate risks.

Liaise with industry and regulatory bodies as appropriate.

Leading the Risk Function – Lead a strong risk function while covering but not limited to the following duties:

Develop and maintain enterprise risk management framework including but not limited the risk appetite and tolerances.

Be responsible for iAMCCHINA’s risk policies, standards and procedures.

Acting as the champion of the iAMCCHINA’s  financial risk (incl. market, credit, liquidity), operational, strategic and reputational risk, and perform the risk management.

Perform the pre-trade risk analytics for the investment activities and risk review for the management activities.

Assurance of the maintenance and completeness of all investment relevant limits, constrains, requirements are timely and properly identified, documented and consolidated as a single data of the truth (Investment Requirements Documents).

Perform the post-trade risk monitoring for the investment activities and risk assessment on the management activities.

Coordinate risk and control assessment according to AIA’s Operational Risk and Control Framework.

Support risk assessment and reporting of client’s invested assets per SARMRA / Asset-Liability Management requirements.

Lead the development of risk governance over iAMCCHINA’s investment product such as debt plan and equity plan.

Deliver effective risk training program.

Lead the development of incident management and emergency response mechanism.

Implement the Corporate Policy Governance requirement to govern policies, standards and procedures.

Organise risk management committees.

Ensure ongoing company’s compliance – Demonstrate compliance with all applicable investment requirement, constraints and limits, and management requirements as specified in the applicable internal, regulatory and/or statutory requirements while covering but not limited the following scope:

Review the end-to-end Investment Activities and Management Activities.

Review client investment mandate requirements are appropriately and comprehensively documented to further facilitate post-trade compliance monitoring.

Provide compliance review, feedback and, where appropriate, acknowledgements to the first line responsible for setting up the corresponding automated controls before such controls are implemented in the production environment.

Second Line Oversight of Errors & Breaches & Exceedance of thresholds – Perform second line review of the handling and reporting of errors and breaches and coordinate with local regulator(s) in a timely and appropriate manner and provide the views and comments as and when required while covering but not limited to the following duties:

Provide second line feedback on potential regulatory implications arising from breaches and errors and exceedance of thresholds –(if any) as well as on the corresponding preventative measures in accordance with the local policies and procedures established under the IGF as well as the applicable local regulatory requirements.

Manage independent fact-based investigations of errors and breaches and exceedance of thresholds in a timely and robust manner as and when required.

Work with management to put in place appropriate follow-up actions to rectify common breaches and to avoid recurrence.

Develop and integrate the Risk and Compliance function – Integrate and embed the risk and compliance controls into the components of iAMCCHINA’s Governance Framework (i.e. Policies, Procedures, Controlling, Reporting, Monitoring, Assurance, Certifications and Training) while covering but not limited to the following duties:

Serve as a critical second line function within the relevant local management/executive committee(s).

Monitor local regulatory developments and/or amendments and provide constructive feedback to the relevant local management/executive committee(s)  so as to further enable iAMCCHINA to take appropriate follow-up actions in a timely manner.

Perform risk management and provide constructive feedback to the relevant local management/executive committee(s) so as to further enable iAMCCHINA to take appropriate follow-up actions in a timely manner.

Collaboration and Communication – Build confident relationships based on trust and reliability with all relevant stakeholders while covering but not limited to the following duties:

Work closely with members of iAMCCHINA’s Management/Investment Committee to address compliance and/or risk-related issues in a timely and appropriate manner.

Facilitate risk and compliance awareness among employees throughout iAMCCHINA taking into account the relevant standards, policies and procedures under AIA Group internal requirements as well as the applicable regulatory requirements.

Work closely with the local Legal & Governance team and the Internal Audit team on compliance and/or risk-related issues.

Work closely with members of the Group Investment Compliance function as well as other Country Investment Compliance Leaders on group-wide investment compliance initiatives.

Provide second line feedback to Group Internal Audit on investment-related matters.

Engage with the operational risk function at AIA’s Group Risk & Compliance to further address potential enterprise-wide risks as appropriate.

Act as the primary point of contact for local regulatory inspections and/or reviews.

Minimum Job Requirements:

A degree holder in Legal, Risk Management, Business Administration, CFA or related principles with solid experience in Investment Compliance. Experience in internal audit would be an added advantage.

Engage in financial work for 8 years or more with at least 3 years in legal compliance roles or engage in legal compliance work for 8 years or more with at least 3 years in the financial industry, or engage in financial work for 8 years or more while holding a Legal Professional Qualification Certificate.

Experience in dealing with regulators is preferred.

Good knowledge and hands-on experience in investment compliance systems.

Highly motivated self-starter, excellent organizational skills and strong attention to detail, conscientious and flexible good interpersonal and communication skills. 

Ability to handle multiple tasks, plan time and meet deadlines, collaborative mentality, along with the gravitas to work closely with senior stakeholders.
