Requisition ID: req58591 Job Title: Integrated Protection Officer (Nationals Only) Sector: Protection and rule of law Employment Category: Regular Employment Type: Full-Time Open to Expatriates: No Location: Nangarhar, Afghanistan Work Arrangement: Job Description + Ensuring proper and quality implementation of the Child Protection a Protection and Rule of Law interventions, Case Management, Protection Monitoring and other components of the protection programme. + Support the managers, and ensure that protection component such as protection from violence, child protection, gender-based violence and psychosocial support are integrated as cross-cutting in all programs and projects. + Ensure that staff and the community-outreach groups have appropriate knowledge and understanding of the protection programming. + Support child protection, protection rule of law and Family managers in developing protection manuals and presentation related to child protection and rights, women right and protection, rights and protection of IDPs, returnees and refugees. + Support both child protection and protection rule of law managers in developing training manuals and presentation on IDP Policy. + In Coordination with child protection and protection rule of law managers, train the project staff, target communities and Government Departments of Protection Related topics including protection mainstreaming. + Provide technical support to protection teams consistent with international and national standards and ensure that program design and implementation creates no harm in the communities, promotes human rights and has positive impact. + Work closely with field teams and community groups to involve communities to organise their resources for preventing or responding to protection threats and increase resilience, particularly ensuring safety and dignity of the most vulnerable groups + Liaises with government authorities, key humanitarian actors and UN agencies, as appropriate, to obtain maximum benefit and efficient use of resources in the implementation of assistance programs + Identify protection gaps and concerns faced by the IDPs, returnees and refugees’ population; women and children of the affected communities and share the information with protection manager + Compile assessment reports on the protection concerns and priorities of the affected population collected during the protection monitoring activities + Provide support and recommendations for delivering of service in line with IRC policies + Assist the protection officers with establishing a referral network with available service providers in the target area + Oversee activities, budget and conduct out-reaches activities to provide the affected population with relevant information on services and address reported cases or protection concerns + Work with the Protection team on behaviour change communication in emergency context to promote awareness and protection from GBV and child abuse. + Coordinate with Child Protection (CP), Protection Rule of Law (PRoL), Case Management and Psychosocial Support (PSS), and Information Management for consideration and implementation of integrated protection programming and protection mainstreaming under the guidance of the CP and PRoL Managers, Child Protection and PRoL Deputies and Integrated Protection Coordinator. Staff Supervision & Development + Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. + Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews. + Assist with the recruitment of protection staff, in coordination with PRoL Manager and Integrated Protection Coordinator + Ensure training, support and ongoing capacity building opportunities for staff on technical and project management skills. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Grant Planning & Implementation + Responsible for the overall achievement of grant which include case management programming. + Supports implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans. + Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures, including active participation in grant opening/closing and review meetings. Grant Monitoring & Reporting + Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes. + Ensure regular field monitoring and modifications as required. + Monitor and consolidate information collected from weekly and staff activity reports + Ensure high-quality IRC and donor reports on activities, indicators and achievements Coordination, Representation & Advocacy + Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors + Regularly attend coordination group meetings at appropriate levels to contribute to the case management responses across agencies. + Advocate with peer agencies, government, and other stakeholders to promote timely and quality case management responses. + Participate in, and as needed organize regional/provincial protection meetings/workshops. Program Development + Contributes to the development of the protection sector strategic direction for responding to protection risks and needs + Contribute to proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration Monitoring and Evaluation + Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes. + Manage staff that report into monitoring and evaluation systems to ensure data quality and timeliness in reporting. + Monitor and consolidate information collected from weekly and staff activity reports + Ensure high-quality programming according to international minimum standards and best practices. + Support data analysis and information dissemination to the appropriate coordinating mechanisms, field teams, beneficiaries and IRC implementing team accordingly. Other + Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs + Other duties as assigned by the supervisor to enable and develop IRC programs Qualifications + Bachelor’s degree in social science, business administration, or human rights law or other related field; specialization or education in Psychology highly preferred + At least 2 – 3 years relevant professional technical experience, including 2 years implementing humanitarian protection programs in emergency and conflict contexts. + Experience in emergency settings / conflict areas + Demonstrated experience in capacity building, project design and budget management + Strong understanding of protection principles within the Afghanistan context + Strong understanding of Islamic principles and able to provide protection information through Islamic values and ideology. + Possess context sensitivity + Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders + Strong interpersonal, intercultural and communication skills + Excellent analytical and written skills, and good computer skills + Personal qualities: Team player, flexible, network-builder, able to handle pressure well. + Fluency in English and local languages and good computer skills such as: MS Word, Excel, PowerPoint
