Job Title: INGO Forum Coordinator

Job Location(s): Chad - N'Djamena

 

CARE is seeking a highly capable and passionate coordinator to lead the day-to-day operations of the International NGO Forum (FONGI) in Chad. As the Forum’s primary representative, you will manage the Secretariat team, strengthen coordination among humanitarian INGOs, and represent their collective interests to national and international stakeholders.

Key Responsibilities

Forum Structuring & Sustainability

Finalize and formalize foundational documents and governance protocols for the Forum.Develop and implement strategic and operational work plans.Communicate Forum objectives and mandate to key stakeholders—government, donors, UN agencies.Identify and secure funding to ensure long-term sustainability

Representation, Communication & Advocacy

Act as the principal spokesperson for member INGOs in engagements with authorities, donors, and coordination mechanisms.Participate in cluster coordination, Humanitarian Country Team (HCT), and government-led initiatives.Advocate for NGO access, legal space, and adherence to humanitarian principles.Build strategic partnerships with UN agencies, embassies, national NGOs, and civil society.

Information Sharing & Coordination

Organize and facilitate regular plenary meetings and thematic working groups.Ensure timely dissemination of situation briefs, analysis, and coordination updates.Support collaborative planning and response initiatives among INGOs 

Safety, Security & Office Management

Coordinate security protocols in collaboration with INSO, UNDSS, and CMCoord.Supervise Secretariat operations—staff, budgeting, procurement, and administrative logistics.Lead Forum-level advocacy on access and operational security challenges 

Quality Management & Program Oversight

Monitor and evaluate Forum activities against strategic objectives and donor deliverables.Foster knowledge-sharing, peer learning, and documentation of best practices among members.Lead the development of donor reports and analytical updates About You

You are a seasoned humanitarian professional with demonstrated experience in leadership and coordination in complex emergency contexts. You bring proven skills in stakeholder engagement, advocacy, strategic planning, and grant management. Full fluency in English and French is required

Required Qualifications:- 6+ years working in conflict or emergency settings in NGO coordination or leadership roles.
-4+ years specifically in inter‑NGO coordination—experience establishing or managing platforms is ideal.
- Recognized at national, regional, or international level, with robust multi-stakeholder networks.
-Demonstrated strong background in management, coordination, and advocacy in humanitarian contexts.
-Skills in organizing events and training sessions for diverse NGO audiences.
-Proven success in proposal development, budgeting, grant management, and donor reporting.
-Deep knowledge of humanitarian coordination architecture, including HCT, Cluster systems, and the UN system.
-Excellent communication, leadership, negotiation, diplomacy, facilitation, and interpersonal skills.
-ICT proficiency, strong computer literacy for managing digital platforms, reports, and coordination tools.
-Fully fluent in French and English, both written and spoken (mandatory).Preferred Qualifications:-Good knowledge of Chad or comparable regional experience (e.g., Sahel, Lake Chad basin).
-Thorough understanding of international humanitarian law, protection, conflict sensitivity, access and protection principles.
