Duties Description The New York State Thruway Authority (NYSTA) is seeking qualified applicants for the position of Information Technology Specialist 3 (Programming) within the Department of Information Technology. The incumbent will be responsible for supporting application development, cloud computing, and programming initiatives.Duties of this position include, but are not limited to, the following:• Cloud Computing and Programming Development• MS Azure Application Services, Functions and Logic Apps• MS Key Vault, DevOps, Monitor and Application Insights• Deploy, maintain, and manage applications• Configure and Manage 365 tenant settings• Identity Management (Azure AD, AWS IAM) • AWS CloudFormation• MS Entra • Software Engineering & DevOps• Source Control• Automated testing and code quality enforcement• Monitoring, logging and reporting• Cloud native and 3rd party application tools• Application security and compliance• Authentication/Authorization (Azure AD, Active Directory, MFA)• Modular Architecture and Reusable Components• Knowledge of Java, C#, Python, .NET Core., .NET, SQL, PS-SQL, JavaScript, HTML5• Troubleshoot application software, system bugs and errors• Implement application protection and security policies• Supervision • Participate in modernization efforts including database environments, storage, authentication methods, security, system analysis, core system maintenance, legacy tools, and automation.
Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law. 2. NY HELPS MINIMUM QUALIFICATIONS: Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs. Minimum Qualification Substitution:A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND two years of experience in computer programming; OR a bachelor's or higher-level degree in any field AND three years of experience in computer programming; OR an associate degree with 15 semester credit hours in programming languages AND four years of experience in computer programming.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
