Individual Consultant to Facilitate the Development of Asset Management Guidelines for the Ghana Health Service

Palladium is currently implementing an FCDO-funded project aimed at strengthening the Public Financial Management (PFM) capacity of the Ghana Health Service (GHS) at both national and decentralized levels. As part of this effort, the project seeks to recruit a consultant to support the GHS in developing and disseminating Asset Management Guidelines. The consultant will report to the Technical Lead, under the overall oversight of the Project Team Lead.
This is a locally hired position and does not include moving expenses or expatriate allowances. Applicants must have the legal right to live and work in Ghana.
ObjectivesThe consultant is expected to provide technical support to the Guidelines Technical Working Group (TWG), under the leadership of the GHS Health Administration and Support Services Division (HASS), to ensure that the final documents incorporate the MOF Asset and Inventory Registry and aligns with the MOH Accounting, Treasury, and Financial Reporting (ATF) Manual, as well as the relevant sections of the PFM legislations. This support will include:
· Facilitating TWG meetings and coordinating inputs from discussions
· Contributing to the drafting of the guidelines
· Supporting the GHS in the validation and dissemination of the guidelines to its Budget Management Centers (BMCs). This will include a couple of field visits to monitor the implementations.

Contract Type
This consultancy will be a fixed price deliverable-based contract. Acceptance and approval of the deliverables will be determined by the Project Team Lead. All logistics and field related cost will be covered directly by the project.
Minimum Qualifications and Experience of Consultant§ Master’s degree in Public Health, Social Science, Business Administration, Finance, Economics, or a related discipline
§ Minimum of 10 years of professional experience in public health, policy formulation, or in other fields relevant to the duties described above
§ Proven experience in developing and implementing similar activities, with extensive expertise in collaborative policy design and multi-stakeholder engagement
§ Experience in development assistance, including the implementation of health sector projects
§ Demonstrated experience working with government stakeholders, including the Ministry of Health and the Ghana Health Service
§ Strong interpersonal skills, with the ability to foster effective working relationships
§ Excellent writing, presentation, and organizational skills
§ Strong problem-solving, analytical, financial, and evaluative capabilities
§ Meticulous attention to detail, with the ability to manage multiple tasks and balance competing priorities efficiently within tight deadlines
§ Fluency in English is required
