Job Description: Consultant, District Investment Promotion Agency, Odisha Position Title: Investment Promotion Expert (IPE) / Aftercare Relationship Expert (ARE) Location: District Level, Odisha Reports To: District Collector / Designated Nodal Officer at the District --- Overview: The IPE/ARE will support the state government and district administration in various initiatives aimed at boosting investment, facilitating projects, and promoting industrial development within the district. He/She will act as a key liaison between the government and various stakeholders, ensuring smooth coordination and effective implementation of policies and projects. ---
Responsibilities: 1. Investment Promotion: - Develop and implement strategies to attract new investments to the district. - Conduct outreach activities to promote investment opportunities to potential investors. - Organize and participate in investment promotion events, seminars, and workshops. - Create and maintain a database of potential investors and regularly update them on investment opportunities and incentives. 2. Project Facilitation: - Assist in the facilitation of new and ongoing projects within the district. - Coordinate with various departments to ensure timely approvals and clearances for projects. - Monitor the progress of projects and provide regular updates to the district administration. - Identify and address any bottlenecks or challenges faced by project proponents. 3. Grievance Redressal: - Act as the point of contact for investors and project proponents to address their grievances. - Facilitate the resolution of grievances by coordinating with relevant departments and authorities. - Maintain a grievance redressal log and ensure timely resolution of issues. 4. Industrial Infrastructure Development: - Assist in the planning and development of industrial infrastructure within the district. - Coordinate with state and district authorities for the development of industrial parks, SEZs, and other infrastructure projects. - Monitor the progress of infrastructure development projects and ensure they are completed on time. 5. Coordination of Key District Level Meetings: - Organize and coordinate key meetings related to investment promotion and project facilitation at the district level. - Prepare agendas, presentations, and reports for these meetings. - Ensure follow-up actions from the meetings are implemented effectively. 6. Entrepreneurship Development: - Promote entrepreneurship development initiatives within the district. - Coordinate with various departments and agencies to support entrepreneurship programs and schemes. - Identify and support potential entrepreneurs with resources, training, and mentorship opportunities. --- Qualifications and Experience: - Bachelor's degree in Engineering or a related field. A Master's degree would be an advantage. - Minimum of 3-5 years of experience in investment promotion, project facilitation, or related fields. - Strong understanding of the industrial and economic landscape of Odisha. - Excellent communication and interpersonal skills. - Ability to work collaboratively with government officials, private sector stakeholders, and the public. - Proficiency in MS Office Suite and other relevant software applications. - Fluency in Odia and English; knowledge of Hindi would be an advantage. --- Key Competencies: - Analytical Skills: Ability to analyze investment trends, project reports, and other relevant data to make informed decisions. - Problem-Solving: Strong problem-solving skills to address challenges faced by investors and project proponents. - Networking: Ability to build and maintain relationships with a wide range of stakeholders. - Project Management: Proficiency in managing multiple projects simultaneously and ensuring they are completed on time. - Adaptability: Ability to adapt to changing priorities and work effectively in a dynamic environment. --- This job description is intended to convey information essential to understanding the scope of the IPE / ARE position and is not an exhaustive list of skills, efforts, duties, responsibilities, or working conditions associated with it.
