Job Description & Summary: We are seeking an experienced Business Analyst with a strong background in Integrated Finance Management Systems (IFMS) specific to state government operations and a thorough understanding of pension processes. The ideal candidate will play a key role in bridging the gap between business requirements and technology solutions, ensuring that financial management and pension-related workflows are effectively analyzed, documented, and improved. 

 

Responsibilities: 

 

 

Analyze and document business requirements for Integrated Finance Management Systems used by state government finance departments. 

Develop a deep understanding of pension processing workflows, rules, and regulatory requirements. 

Collaborate with stakeholders across finance, IT, and pension divisions to gather, clarify, and validate requirements. 

Facilitate workshops, interviews, and meetings to identify pain points and opportunities for process improvement. 

Translate business needs into detailed functional specifications and use cases. 

Support system design, testing, and implementation phases by coordinating with development teams and quality assurance. 

Conduct gap analysis between current state and desired future state processes within IFMS and pension modules. 

Monitor regulatory changes related to finance management and pensions and update analysis documentation accordingly. 

   

Mandatory skill sets: 

 

At least 6 years of experience as a Business Analyst with exposure to Integrated Finance Management Systems (IFMS), preferably within state government or public sector finance departments. 

Strong knowledge and hands-on experience with pension process workflows including pension calculation, disbursement, and regulation compliance. 

Proven ability to elicit, analyze, and document complex business requirements. 

Excellent communication, interpersonal, and stakeholder management skills. 

Experience working with cross-functional and interdisciplinary teams. 

Familiarity with software development lifecycle (SDLC) and Agile methodologies is a plus. 

Strong analytical, problem-solving, and critical thinking abilities. 

Proficiency in creating process maps, flowcharts, and documentation tools (e.g., MS Visio, JIRA, Confluence). 

Ability to work independently and manage multiple priorities. 

 

Preferred skill sets: 

Prior experience working with specific state IFMS implementations (e.g., Treasury Single Account, Budget Management, Expenditure Control modules). 

Knowledge of government financial regulations, audit compliance, and pension acts. 

Certification in Business Analysis (e.g., CBAP, PMI-PBA).
