The Department of Human Services (DHS) is seeking a dedicated Human Services Program Executive to join our Office of Mental Health and Substance Abuse Services (OMHSAS) team. In this vital role, you will operate as the Division Director for Behavioral Health Policy and have the opportunity to build a newly created division to better meet the needs of Pennsylvanians. DESCRIPTION OF WORK By conducting a wide range of policy work, you will have a broad system impact on critical behavioral health system policy through the Medicaid and county mental health systems. Areas of oversite will include: + Directing the development of new and revised program standards, policies, and regulations in collaboration with the OMHSAS Executive Committee, other state agencies, and stakeholders + Developing bulletins and other guidance documents + Researching, analyzing, and interpreting federal and state statutes, legislation, and regulations + Providing consultation to other OMHSAS bureaus on the implementation of regulations and policy to help ensure consistency and continuity + Reviewing waiver requests from OMHSAS licensed providers + Leading the Bureau of Policy, Planning, and Program Development documents through the OMHSAS and DHS executive review processes + Proactively generating options for policy solutions through analysis and providing recommendations You will also oversee staff who conduct the work of the division, including effectively onboard new staff. Work Schedule and Additional Information: + Full-time employment, 37.5 hour per week + Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. + Telewor k: You may have the opportunity to work from home (telework) part-time with a minimum of two days per week in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: + Four years of professional experience in the development, implementation, or evaluation of a human services program or program operations, including two years of consultative or supervisory experience;or + An equivalent combination of experience and training that includes two years of professional consultative or supervisory experience in the development, implementation, or evaluation of a human services program or program operations.
