Duties Description This position is assigned to the Eligible List Unit. The Eligible List Unit manages and maintains the decentralized and centralized eligible lists for all of DOT. Duties may include, but are not limited to: • Export, format, upload and process eligible list requests. Using Civil Service ELMS, Word and Excel, create canvasses, compile acceptors lists, resume submissions and provide to personnel administrators and regional administrative staff. • Receive coded eligible lists from programs, update and maintain internal files. • Maintain eligible list records in accordance with Civil Service policy and procedures. • Supervise Eligible List Unit staff and perform annual performance evaluation(s).• Manage the certification, use and maintenance of Decentralized Engineering Exams and Lists via Access & Excel.• Correspond with applicants, employees, program areas, personnel administrators, regional staff, Transactions Unit, Civil Service and others to answer questions and resolve issues. • Assist other Personnel Units, Office Managers and Personnel Administrators by creating reports, gathering and tracking various information. • All assigned tasks require attention to detail, research and data entry into HRIS, Civil Service ELMS, NYSTEP, Access, Excel and other systems as required.• Additional assignments as required. Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Trainee 1 Level: A bachelor’s or higher degreeYour degree must have been awarded by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. A bachelor's degree and one year of professional human resources experience. OR - a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Full Level: Either - A bachelor's degree and two years of professional human resources experience. OR a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
