Yes County Albany Street Address NYS Department of Transportation - Personnel Bureau 50 Wolf Road City Albany State NY Zip Code 12232 Duties Description Under the supervision of a Human Resources Specialist 2, the Human Resources Specialist 1 will perform general personnel activities, which include: staffing, classification, recruitment, exam planning, and employee services. The DOT Personnel Bureau provides services to over 8,000 employees. Duties include but are not limited to: • Assist in the management of workforce through appointments, promotions, transfers, reinstatements and terminations; and develop requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases and special salary treatments as assigned.• Understand and interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan and other official references to properly perform a wide variety of human resources activities.• Assist with recruitment related activities and events.• Participate in exam planning, including serving as a liaison between program areas and the NYS Department of Civil Service.• Effectively communicate with candidates, providing timely responses to inquiries and providing information on the appointment process.• Reviews tentative classification standards. Coordinates with affected program staff for appropriate and timely comments.• Participate in large workforce initiatives at DOT, such as Seasonal Hiring and Reductions in Force.• Review and ensure timely completion of probation reports. Provide guidance to program managers regarding the probationary termination process. • Assist in the development and instruction of standardized guidance for internal staff.• Special Projects or assignments as needed.The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Trainee 1 Level: A bachelor’s or higher degreeYour degree must have been awarded by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
