Human Resources Manager
Akima is seeking an experienced Human Resources Manager with outstanding people skills to manage personnel at a Detention Center to ensure that our human resources programs and initiatives are effective, efficient, and aligned to overall business objectives. Candidates for this role should possess a high work ethic, excellent leadership and communication skills, knowledge of labor laws and HR practices, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The Human Resources Manager should improve human resources processes, implement strategies that support business growth, improve morale and employee retention, enhance safety and wellness and strengthen relations between staff and managers. **Responsibilities** + Partner with management/leadership team to strategically plan, organize, direct, implement, evaluate, and manage the projects’ HR needs. + Engage with Shared Services departments (Compensation, Benefits, HRIS, Recruiting, Payroll, Compliance, HR Operations, Legal, and Labor Relations) to execute strategic and tactical operations. + Lead new hire orientation to ensure onboarding process is complete and in compliance with company guidelines. Make recommendations and implement changes to onboarding process as needed to ensure compliance with policy changes, law changes, etc. + Provide performance management guidance to managers for coaching, counseling, career development, and disciplinary actions. Work closely with management and employees to improve work relationships, increase employee engagement, and productivity. + Conduct thorough and objective employee relations investigations, assess risk, and determine appropriate courses of action while working closely with Sr. HR Manager. + Work with management on adverse employment actions and manage the review of all termination requests to ensure compliance with due process, proper supporting documentation, and adherence to company’s policies and/or contractual requirements (CBA, etc.). Engage Legal and Labor Relations, as required. + Partner with Operations and Labor Relations in the administration of the collective bargaining agreements. Assist with grievance resolutions and labor-management disputes. + Manage the leave process and ensure proper coordination/communication with the Leave department on any leave requests and requests for accommodation. Work with employees to answer questions regarding leave requests and required documentation. Make recommendations/determinations on ADA requests in conjunction with Senior Director, HR Operations, Operations Management and Leave Administration. + Assist Recruiter with recruiting efforts; local outreach and recruiting events, development of job descriptions for job postings; posting job requisitions in iCims; Interviewing and skills testing. + Conduct exit interviews with departing employees and ensure proper exit information (pay, benefits, security clearance, etc.) is provided. Develop mitigation strategies to reduce turnover. + Provides expertise and hands-on support in multiple HR areas including onboarding, contract phase-ins/phase-outs, employee retention, labor relations, employee relations, management coaching, performance management, compliance, and change management. + Works closely with management and employees to improve work relationships, increase employee engagement, and productivity. + Addresses adverse employment actions and manage the review of all termination requests to ensure compliance with due process, proper supporting documentation, and adherence to company’s policies and/or contractual requirements. + Conducts management training on employee life-cycle processes, key HR policies, regulatory compliance, and performance management for new Program Managers. + Acts as point-of-contact for guidance on compensation actions, including individual promotions, equity adjustments, and related actions. + Partners to ensure all contract-related compensation and benefit actions are taken timely including CBA wage increases and Area Wage Determination adjustments. + Provides active leadership in support of recruiting and onboarding activities including working with HR Administrator to ensure new hires complete all required onboarding activities and successfully integrate into the workforce. **Qualifications** + Bachelor’s degree in human resources, sociology/psychology, organizational effectiveness, business administration, or related area. + Minimum of 2 years supporting a unionized environment; in-depth knowledge and understanding of labor relations and collective-bargaining agreement administration. + Minimum of 5-7 years of progressive HR experience as HR Business Partner or HR Manager. + Comprehensive knowledge of labor laws, to include both federal and state regulations. + Strong knowledge of Microsoft Office Suite. + Effective communication skills, both verbal and written, including presentations; ability to speak confidently and effectively to varied audiences; proven professional writing ability. + Ability to operate effectively in a dynamic environment, deal with ambiguity, change, and shifting priorities. + Must be US Citizen. + Must be able to obtain and maintain a Public Trust clearance. + This position requires that you live within commuting distance from the customer site in El Paso, Texas. + Must have a valid driver's license. **Job ID** 2025-18692 **Work Type** On-Site **Company Description** **Work Where it Matters** AGS, an Akima company, is not just another federal security solutions contractor.
