Job Description
The Human Resources Director is responsible for overseeing the human resources and recruitment functions, ensuring all activities comply with federal and state laws. This role covers various areas including human resources, compensation, recruitment, benefit management, workers’ compensation, wage and hour compliance, training, policy development, employee relations, and performance management.
Responsibilities
+ Create and execute departmental policies, procedures, goals, and objectives.
+ Partner with external counsel on employment and litigation matters.
+ Support leadership in employment and performance matters, determining coaching and counseling needs.
+ Oversee the recruitment team, KPIs, and agency partnerships to reduce costs.
+ Ensure recruitment team efficiency by aligning interview processes and related behavioral-based interviewing.
+ Design, implement, and manage the exit interview process, reviewing data and implementing plans to reduce turnover.
+ Administer all aspects of benefits, including comprehensive design and increasing enrollment.
+ Facilitate or provide human resources training, ensuring compliance with requirements.
+ Manage HR and recruitment ATS and HR system, focusing on data accuracy, reporting, and design efficiency.
+ Participate in company audits, maintaining audit readiness.
+ Update the employee handbook annually to ensure compliance with updated laws and regulations.
+ Handle all employee relations issues and conduct investigations, determining causes and resolutions.
+ Manage all aspects of leave administration, partnering with insurers and reviewing cases as needed.
+ Conduct Interactive Reasonable Accommodation meetings, document, and execute accommodations.
+ Manage the performance review process for annual employee evaluations, including design, process, and execution.
+ Design, maintain, and coordinate employee recognition programs.
+ Ensure compliance with federal, state, and local employment laws, particularly regarding wage and hour requirements.
Essential Skills
+ 5+ years of experience in management of HR and Recruitment.
+ Bachelor's degree required; Master's preferred.
+ HR Certifications (PHR, SHRM, etc.).
+ Experience with general HR and talent acquisition.
+ Full cycle leave of absence management.
+ Comprehensive handling of employee relations and investigations.
+ Experience in a federally qualified health center (FQHC).
+ Proficiency in any HRIS system.

+ Excellent communication abilities to handle pushback and get initiatives on board.
+ Approachable personality to serve as the main point of contact for employee relations and leave of absences.
Work Environment
This position requires 100% onsite presence, with standard working hours around 8-5, though flexibility is needed as the clinics operate on weekends and the director may need to handle urgent issues. The role reports directly to the CEO and involves overseeing a team including an HR Manager, TA Manager, junior HR and TA coordinators, and dotted line management of recruiters. Some travel within the greater LA area may be needed for employee relations investigations. The organization is a nonprofit community health center serving underserved populations, providing a team-based and collaborative work environment with opportunities for long-term growth.
Job Type & Location
This is a Permanent position based out of Alhambra, CA.
Pay and Benefits
The pay range for this position is $130000.00 - $180000.00/yr.
