Job Description / Essential Elements: PrintHUMAN RESOURCES ANALYST
BASIC FUNCTION:
Under the direction of the Director of Personnel Commission, perform responsible and complex human resources work relating to recruitment, classification, compensation, examinations, test analysis, and construction; plan and conduct classification studies; develop and direct the administration of employment examinations; perform specialized studies and prepare a wide variety of reports; communicate with administrators, supervisors, employees, and candidates to explain applicable laws, codes, rules and regulations.
DISTINGUISHING CHARACTERISTICS:
The Human Resources Analyst performs complex human resources work relating to recruitment, classification, compensation, examinations, and test analysis. The Human Resources Specialist performs a variety of technical personnel duties relating to recruitment, examination, selection, job analysis, and classification of position. The Human Resources Assistant provides support to the department through clerical duties related to personnel.
REPRESENTATIVE DUTIES:
Perform responsible and complex human resources work relating to recruitment, classification, compensation, examinations, test analysis, and construction; review personnel transactions and assure compliance with applicable laws, codes, rules, and regulations.
Plan and conduct classification and job analysis studies by meeting with managers and employees; review position descriptions and audit positions; recommend classification actions; coordinate classification appeals; prepare task and knowledge, skill and ability (KSA) statements; write classification specifications.
Prepare recruitment bulletins and plan classified recruitment strategies.
Meet with administrators and supervisors to review task and KSA statements; identify critical KSAs for testing purposes; prepare examination outlines; construct examinations.
Direct and participate in the administration of recruitment programs and examinations; brief panels on appropriate and varied examination processes; analyze exams and conduct validation studies; respond to exam appeals and/or protests.
Coordinate reductions in staffing by identifying affected positions and employees; contact employees to discuss options and determine choices; transmit various notices and prepare reemployment lists.
Study and analyze a variety of personnel-related issues; prepare various reports and correspondence.
Meet and consult with employees, supervisors, administrators and outside agencies regarding personnel policies, practices, and the administration of the classified personnel program, especially as related to the Personnel Commission and merit system practices.
Review and prepare employee status change notices.
Prepare and present personnel items of interest to the Personnel Commission.
Train and provide work direction and guidance to assigned Personnel Commission staff; serve as the Director of Personnel Commission in the absence of the Director as assigned.
Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work.
Perform salary studies; identify participants to be contacted; gather and analyze data and prepare recommendations.
Serve as Web Master for the Personnel Commission; maintain recruitment information on the web site and other on-line recruitment sources.
Attend a variety of meetings, workshops, and conferences related to assigned activities.
Perform related duties as assigned as they relate to the classification.

EDUCATION AND EXPERIENCE:
Bachelor’s degree in human resources, psychology, public administration, or a related field supplemented by coursework in statistics, tests and measurements, industrial psychology, or public personnel administration., Two years of recent professional public personnel experience in recruitment, test development, selection, classification, and compensation. Additional years of education or experience may be substituted to meet the minimum qualifications. Experience in school district personnel is highly desirable.
