We’ve got what you’re looking for. **Job Description:** Parsons is seeking an experienced **HSE Manager** to join our team for a **major aviation program in the European Union (EU)** . **POSITION OVERVIEW:** Provides leadership and oversight of **Health, Safety, and Environment (HSE)** functions across all phases of a major aviation program in the EU. The HSE Manager will be responsible for developing, implementing, and supervising HSE management systems, ensuring compliance with EU standards and international best practices. The role is accountable for ensuring all program activities from initiation to closeout meet the highest standards of safety, sustainability and regulatory compliance. This position requires significant experience in the implementation and supervision of HSE within large-scale construction or industrial projects, including direct experience in **airport construction projects** within the last decade. **SPECIFIC RESPONSIBILITIES:** + Develop, implement, and oversee the overall program **HSE management plan** for a major aviation program. + Ensure compliance with EU, EASA, ICAO, international HSE practices (ISO 45001, 14001) and client standards. + Establish policies, procedures and reporting mechanisms for health, safety and environmental performance. + Supervise site-based HSE teams, ensuring consistent implementation of safety policies, plans and procedures. + Conduct risk assessments, hazard analysis, and safety audits across project sites. + Implement HSE training and awareness programs for staff, contractors, and stakeholders. + Provide expert review and approval of the safety plans, method statements, and risk mitigation strategies from contractors. + Lead incident investigations, reporting, and root cause analysis. + Monitor program-wide safety performance and establish KPIs for continuous improvement. + Promote a strong **safety culture** , embedding HSE as a core value in project delivery. + Engage with the client, contractors, and regulatory authorities to ensure effective communication and compliance on safety matters. + Ensure environmental compliance and sustainability standards are applied to all works. + Provide regular reports and updates on HSE performance to program leadership. + Conduct HSE audits, inspections, and compliance reviews across the program. + Report HSE incidents, risks and performance indicators to the program leadership team and involved stakeholders. **EDUCATION/EXPERIENCE:** + **Bachelor’s (Master’s degree preferred)** in Occupational Health & Safety, Environmental Engineering, or a related field. + At least **20 years of experience** in the implementation of construction projects or in OH&E supervision of infrastructure or industrial facilities. + At least **5 years of direct experience** on airport construction projects within the last 10 years. + At least **10 years of experience** as an **OHS Manager (or equivalent role)** in managing HSE within construction projects. + Strong knowledge of **EU and international HSE standards, ISO 45001, ISO 14001** , and relevant aviation safety frameworks. + **Native Polish speaker or Fluent in Polish (mandatory)** . + Strong command of **English** for reporting, training, and international coordination. + Professional certifications such as **NEBOSH, IOSH, OSHA, or equivalent** are required. **SKILLS/COMPETENCIES:** + Proven leadership in HSE for large-scale infrastructure and aviation projects. + Strong knowledge of EU health, safety, and environmental regulations. + Excellent ability to lead audits, risk assessments, and incident investigations. + Effective communicator with excellent presentation and training skills in **Polish and English** . + Strong analytical and problem-solving skills, with the ability to implement effective mitigation measures. + Demonstrated success in promoting **safety culture and continuous improvement** across large, complex projects. + Ability to manage HSE teams and influence contractors, consultants and stakeholders to ensure compliance.
