Job Description:

Parsons is looking for an exceptionally talented HSE Manager to join our team!

In this role, you will lead the implementation and enforcement of health, safety, and environmental protocols on construction sites to ensure compliance with local regulations, client standards, and international best practices. You will play a pivotal role in promoting a safe work culture and driving continuous improvement in HSE performance.

What You’ll Be Doing:

Implementing and monitoring project-specific HSE plans, checklists, and safety procedures in alignment with ISO 45001 standards.

Conducting regular site safety audits, toolbox talks, risk assessments, and incident investigations.

Enforcing strict compliance with local regulations, UDC requirements, and international HSE protocols.

Approving contractor HSE plans, reviewing safety documentation, and overseeing training programs.

Issuing safety violations, Stop Work Orders, and corrective actions when non-compliance is observed.

Coordinating with the Client’s HSE team and preparing detailed incident and performance reports.

Promoting health and welfare initiatives focused on worker well-being and labor accommodation conditions.

Supporting behavior-based safety programs and fostering a culture of safety awareness across the site.

What Required Skills You’ll Bring:

In-depth knowledge of occupational health and safety regulations, hazard identification, and risk mitigation strategies.

Strong auditing, inspection, and incident investigation skills.

Proven ability to lead safety training and develop corrective and preventive action plans.

Excellent documentation, reporting, and communication capabilities.

Degree in Occupational Health & Safety, Environmental Science, or Engineering.

Certified in NEBOSH/OSHA or equivalent international safety qualifications.

Minimum of 15 years of HSE experience in construction environments, including at least 3 years in Qatar.

What Desired Skills You’ll Bring:

Experience implementing behavior-based safety (BBS) programs and wellness initiatives.

Familiarity with digital HSE management platforms and reporting systems.

Knowledge of international HSE standards and management systems such as ISO 14001 and ISO 45001.

Ability to engage multicultural teams and promote proactive safety behaviors.

Strong leadership presence with the confidence to make critical safety decisions in high-pressure environments.
